技術研究法人機構的主管機關，係以平衡計分卡的概念訂定指標項目以衡量各法人績效，然各法人間的性質與任務皆不相同，如何訂定合適的績效指標項目，較能促進組織成長、提高生產力，發揮組織競爭優勢為本研究的目的。
本研究以個案組織為研究對象，先就個案組織願景和目標由上至下將個案組織價值創造的模型構面予以展開，並依此構面來架構出策略地圖的使命、願景和策略目標的連結，最後依策略目標與相關技術研究法人的組織績效指標文獻整理，將個案組織的策略性組織績效指標推導出來後，以相關領域專家意見，來探究個案組織適用之績效衡量指標。
本研究的主要建議為：一、問卷結果所產出之指標轉化為個案研究機構指標之參考。二、強化個案機構策略目標與指標之連結，逐年檢視指標項目，並隨任務改變適度調整，逐步建立以平衡計分卡為架構之績效評核指標。

The competent authority, which the technology research institutions are subject to, is based on a concept of balanced scorecard to set up project indicator for evaluation of the performance of those institutions. As the nature and tasks of those institutions are not the same, the purpose of this study is to determine the performance indicators which could promote organization growth, enhance productivity, and develop competitive advantages.

This study targets individual organization as research object. With the organization's vision and goal, it develops the model structure created by individual organization value from top to down. Based on the structure, it constructs the connection among the mission, vision and strategic goal of strategic map. Lastly, according to the documentation of strategic goal and performance of relevant technology research institution, the strategic organization performance indicator of the individual organization is derived so as to explore performance indicator applied to the individual organization from the standpoint of the experts in the relevant areas.
This study’s primary suggestions are as follows: 1. Transforming the indicators derived from the questionnaire into a reference indicator for individual research institution. 2. Strengthening the connection between the strategic goal of individual institution and indicator, reviewing the indicator annually, making proper adjustment in accordance with mission change and gradually establishing the framework of the balanced scorecard as performance evaluation indicator
