近年來，隨著社會型態的快速轉變，少子化的現象日益明顯，然而隨著出生人數之降低，國民對於托育需求反而日益增加，而托育機構的防火安全，尤其是收容年齡較小兒童的托嬰中心，防火安全是否已足夠因應火災之發生，相關研究更是少之又少，著實值得探入研究。
本研究為有效提升宜蘭縣托嬰中心防火安全執行成效，分別由國、內外火災案例及托嬰中心立案設置相關規定等面向進行資料蒐集與分析；透過實地了解宜蘭縣內托嬰中心相關防火安全設施（備）及防火安全管理實際運作情形，輔以專家訪談了解宜蘭縣內托嬰中心防火安全執行成效及建議策略；最後挑選宜蘭縣內2家托嬰中心辦理自衛消防編組應變能力驗證，確認策略之有效性並提出。
研究結果顯示，宜蘭縣內托嬰中心經抽查驗證雖符合規定，但於防火安全之政策面與管理面仍有諸多值得精進部分，爰針對托嬰中心防火安全硬體設備面(防火避難設施、消防安全設備、使用物品添具防火性能)及管理面(消防防護計畫內容完整性提升及實地審查等)等提出精進對策，期能實質提升宜蘭縣內托嬰中心之防火安全。

In recent years, with the rapid transformation of the social pattern, the phenomenon of a declining birthrate has become increasingly obvious. However, with the decrease in the number of births, the national demand for child care centers is increasing. The fire safety of childcare centers, especially for under two years old children, are very few relevant studies on whether the fire safety of childcare centers for children is sufficient to deal with t fires, and it is really worth exploring.
In order to effectively improve the fire safety of child care centers in Yilan County, this study collected and analyzed data from domestic and foreign fire cases and relevant regulations on the registration of child care centers. Through on-site investigation of the fire safety facilities (equipments) and the operation of fire safety management, with the help of expert interviews to understand the effectiveness of fire safety implementation and suggested strategies for child care centers in Yilan County, two child care centers in Yilan County were selected to conduct a self-guard fire protection drill and testify to confirm the effectiveness of the strategies.
The results of the study show that although the two selected child care centers in Yilan County meet the regulations after checks, there are still many areas worth improving in fire safety policies and management. So propose advanced strategies for the fire safety hardware (fire prevention facilities, fire safety equipment, and the fire protection performance of the used items) and fire risk management (fire protection plan content integrity improvement and on-site review), hoping to substantially improve the fire safety of child care centers in Yilan County.
