臺北市於109年發生變更使用施工階段之建築物，因發生火災以致人命傷亡，臺北市積極檢討防火管理相關法令及管理制度，並提出改革，除了《消防法》規定外，要求臺北市辦理變更使用施工之場所，亦應提報「施工中消防防護計畫」，本研究以深度訪談及案例研究調查現行臺北市「建築物辦理變更使用提報施工中消防防護計畫」之執行情形，並分析研究政府人員及從業人員執行上的困境，並提出精進策略。
本研究調查臺北市3種常見「建築物變更使用」執照案例，針對其「施工中消防防護計畫」書面資料分析提報內容，經過資深政府人員訪談研究，依「施工中消防防護計畫」之執行重點，制定檢查表單，至施工現場實際檢查了解「施工中消防防護計畫」執行情形，發現施工現場與防護計畫有所落差，分析從業人員訪談內容和案例研究結果，發現「施工中消防防護計畫」提報程序與執行內容有所衝突，以致防火管理執行及落實困難，而現行的法令規定及「施工中消防防護計畫」內容亦有不足之處，本研究提出1.修訂母法《消防法》、2.精進地方政府執行制度、3.施工中場所公告自衛消防編組表單，3項精進措施，以強化施工場所防火管理，並加強落實「施工中消防防護計畫」。

In 2020, a fire broke out in a construction building that was changing building classified use causing casualties in Taipei City. The government actively reviewed the relevant regulations on fire protection management and proposed reforms. In addition to the provisions of the "Fire Service Act", Taipei City required the construction building that was changing building classified use should also submit the "Fire Protection Plan During Construction". This study uses in-depth interviews and case studies to evaluate the current implementation of the "Fire Protection Plan Under Construction of Changing Buildings Classified Use " in Taipei City and analyzes difficulties in the execution of the government personnel and practitioners, and puts forward strategies for improvement.
This study investigated 3 selected cases of changing building classified use licenses in Taipei City, analyzes the contents of the "Fire Protection Plan During Construction", and conducted interviews with senior government personnel. Developed the inspection form, then went to the construction site to inspect the implementation of the "fire protection plan during construction", which found that there was a gap between the on-site and the protection plan. To analyze the interview content of practitioners and the results of case studies, which found that the reporting procedure and the implementation content conflict, resulting in implementation difficulties in fire protection management. And also found the current regulations and the content of the "Fire Protection Plan during Construction" are also insufficient. So this study proposes 3 refined measures to strengthen the fire protection management of the construction site and strengthen the implementation of the "Construction Fire Protection Plan".
