國內營造業重大職災發生率居高不下，顯示現行政策及制度面並無法有效降低營造業職災發生，其中原因之一為營造業安全衛生觀念未能妥善地納入組織化管理系統，既無明確安全衛生政策，亦不重視安衛稽核及績效評估，尤其是缺少採購及承攬等源頭管理概念，僅為管理重點危害而忽略其根源可能之危害，致安全衛生管理流於形式停滯不前，故有必要建構妥善之標準化管理系統。
本研究主要探討如何將符合現代化國際潮流之「臺灣職業安全衛生管理系統」(以下簡稱TOSHMS)妥善地導入國內營造業之安全衛生管理，強調從該系統採購管理及承攬管理源頭做起，並從TOSHMS中提出一套採購及承攬安全衛生管制重點推行策略，以問卷調查法來蒐集業界資料，問卷內容設計共分為導入TOSHMS採購與承攬安全衛生影響因素及推動要項說明、通過TOSHMS對於採購與承攬之差異分析、顯著關連性分析等項目，採用敘述性統計量化研究問卷結果。
根據上述研究成果，特訂定加強營造業TOSHMS採購及承攬管理原則及自評表，其採購及承攬管理原則可作為事業單位推動安全衛生管理系統規劃及執行參考，並且可利用本研究之自評表進一步自我評估改善與管制查核，提升營造業安全衛生管理績效，更希望藉此創造施工人員一個更安全與健康工作環境，達成工程零災害終極目標。

The domestic construction industry has high rate of occupational accidents which shows the current policy and institution don’t work effectively. One of the factors is that the concept of safety and health of construction industry falls short of organizational management. Not only does it lack the definitive safety and health policy, but also the audit of safety and health as well as performance evaluation. On top of that, the sense of the source management is missing at the stages of procurement and contracting procedure. In this case, the possible damage of source management is neglected. The management of safety and health becomes superficial. On this account, it is necessary to set up a proper standardization management system.

This study is about how to properly introduce the internationally applicable “Taiwan’s Occupational Health and Safety Management System” (TOSHMS) into the health and safety management of the construction industry at home. The point is to start from the very beginning of procurement and contract and try to propose a set of TOSHMS strategies of procurement and contract focusing on health and safety regulations. Questionnaire approach is used to collect information. The questionnaire contains statement about introduction of TOSHMS, differences analysis of procurement and contract through TOSHMS and significant correlation analysis. Descriptive statistics is used to quantify the results of the questionnaire.

Based on the statistical data of the research result, the principles of TOSHMS procurement and contract management for construction industry and self-evaluation form are produced. These principles may be utilized for organizations’ reference to promote health and safety management system. And the form may help improve and control self-assessment check. Thereby, the construction industry’s safety and health management performance will be enhanced. Ultimately, we hope a safer and healthier working environment for construction workers and the goal of zero disasters can be actualized.
