營造業的特性異於一般的傳統產業，在建置職業安全衛生管理系統時需考慮的層面及因素亦因實施的對象、實施的環境而有所不同。而政府在推動四年降災中程計畫及全國職場233減災方案，獲致顯著的成效後，現正積極推動營造業設置職業安全衛生管理系統並將予以實施，期使絕大多數事業單位能將職業安全衛生管理系統納入於公司組織體系當中，進而提升業者對於安全衛生重視的程度，以執行更為完善的安全衛生活動。因此如何建立一套適合營造業執行之職業安全衛生管理系統，並且符合國際勞工組織之特定指導綱要的職業安全衛生要求，實有其必要性。本研究以探討現階段營造業職業安全衛生管理系統的實施狀況，以及對其系統瞭解與重視之程度，以藉此了解業界的需求與期待，建議政府應積極辦理有關TOSHMS說明會及相關教育訓練課程，並應提供業者各種誘因，以提高建置系統的意願，強化自主管理。另外，針對營造業職業安全衛生管理系統之內容作一詳細分析與解說，以提供業者在建置與實施本系統時之正確性，可使營造業者在建置初期，能對系統本身之功能以及所代表的意涵，有更深入的了解與體認，在建置系統的過程中能更為順暢。並且依照本研究所建立之系統導入模式，循序漸進地建立完整的系統架構，以提升安全衛生水準。

Construction industry is different from other traditional industries; therefore, when building up the safety and health management system, the executors requires considering the different aspects individually. the government aggressively builds up the safety and health management system in the construction industry after the success of the 4-year government construction program and the national occupations 233 programs; moreover, the system is expected to expand to the business organizations and the companies can pay more attention on the safety and heath management system and execute the system more solidly. Thus, it is crucial to build up a suitable safety and health management system and meet the international labor organization standard for construction industry. The research is to study the status the current occupational safety and health management system in the construction industry and evaluate the implementation level to understand the expectation and requirement of the industry. The researcher expects to come out the recommendation for the government about the activities of TOSHMS summits and training programs for the industry; furthermore, the government should increase the motivation for the companies to build up the system and manage it spontaneously. Besides, the research shall provide the detailed explanations and analysis to the constructional safety and health management system to increase the companies understanding and the accuracy of implementation in the initial stage. The research can build up the guideline of implementation mode and improve the system progressively to enhance the occupational safety and health management system.
