國內產業在融入世界經濟一體化的過程中，不僅要關注品質和環境且必須確保健康和安全，其三方面將是構成競爭力的重要關鍵，並可實現持續發展的根本保障。當產業導入品質、環境及安全衛生管理系統時，往往不考慮其三方面管理之共同性，都是各自獨立運作，導致對產業內部增加管理上的困擾。
因此，本研究透過ISO 9001:2008標準、ISO 14001:2004標準以及TOSHMS:2007驗證規範要求事項分析比較，尋找出其條款要求事項之共同部分，結合為一，並以ISO 9001:2008標準為基本架構，針對不同之特定部分，異中求同，將此三種標準之管理系統之要求事項彙整，研擬建置整合管理系統之要求事項及條款，以便產業界導入運用，以達到永續發展之目標。

The procession of domestic industries blends into economic integration of the world that is not the only important thing to concentrate on quality and environment but also assure the safety and health. These aspects will affect the competitiveness in a crucial point and realizes the fundamental indemnification to keep on developing. When industrial ushers in quality, environment and sanitary management systems they usually operate it on their own instead of considering intercommunity among these aspects which bothers the inner part of industrial about managing. Therefore, this study compares and analyzes the collective proceeding in ISO 9001:2008 and ISO 14001:2004 and TOSHMS :2007 testify acquirement, in order to find out the similarity part of article, and make it into one. Moreover, using the framework of ISO 9001:2008, aims at the specific part which is different from other standers, finding out their similarities. Synthesizing the acquirement in these standards, and integrate management systems’ requirement for the sake of drawing on sustainable development for the industrial circles.
