近年來，由於科技的提升及經濟的發展，在帶來富足與便利的同時，職業災害與意外事故發生率也隨著逐漸地增加。究其原因，大部分的事業單位對於職業安全衛生管理的態度皆為可有可無，對於法規所規定之要求照本宣科，只求應付了事，而未實際將職業安全衛生管理納入其管理系統中。因此，如何導正事業單位之觀念，提升其認知，並鼓勵建立職業安全衛生管理系統，變成現今政府當務之急。
本研究根據OHSAS 18002：2008指導綱要之內容，針對OHSAS 18001：2007標準中各階段之要求事項與OHSAS 18001：1999標準進行比較，並做詳細解析，最後彙整成職業安全衛生管理系統要項關聯圖，以便使用者能夠輕鬆瞭解OHSAS 18001：2007標準中各要項間之相互關係，以期能夠建立適合於各事業單位之職業安全衛生管理系統。

In recent years，with the rising of technological and the develop of economic，not alsobecome affluence and convenience，but only the rates of occupation accidents and incident was increase at the same time.The reason is that attitude of the institutions for occupational safety and health management are dispensable，for the legal requirements go by the book，deal with something carelessly，not take occupational health and safety management into their management system practically.Therefore, how to guide the concept of institutions，rising their awareness and encouraging to establise a occupational health and safety management system is on the front burner for the government.
The research is based on OHSAS 18002：2008 to compare with the requirements in each statement of OHSAS 18001：2007 and OHSAS 18001：1999，and analysis detailed.Finally，archives the associated map of the requirements of OHSAS 18001：2007，to make users can understand the relationship of the requirements of OHSAS 18001：2007easily，with a view to the establishment a appropriate occupational health and safety management system of all institutions.
