  • 隨著全球經濟的不斷發展和人口的增長,氣候變化、環境污染、資源浪費等 問題日益嚴重。應對這些挑戰,聯合國於2015年制定了17項可持續發展目標 (SDGs),旨在實現全球經濟、社會和環境的可持續發展。其中包括消除貧困、潔淨水和衛生設施、負責任的消費和生產、氣候行動等重要目標。
    本個案研究探討新北市低碳社區,同時也是被喻為蘆洲最美的社區「淳詠」, 在H主委的領導之下物業公司,管理委員會成員及全體住戶,實施低碳活動的過程、H主委領導的角色以及社區努力對居民福祉的影響。
    本研究以哈佛個案方式撰寫包含個案本文與教學指引二部份。面對社區經營,H主委提出「全功能數位低碳幸福宅」的概念,積極參與新北市政府低碳認證、綠化競賽、節能補助,經常舉辦教育課程及社區活動聯絡感情,成立瑜伽社團及開心農場社團常態性組織活動,資源回收扶助弱勢,防疫團購取代會館群聚,節能照明汰換;不同情境成員,運用不同領導風格創新思維和靈活性改善生活質量, 積極溝通達成共識,創造雙贏推動SDGs,影響整個社會的可持續發展。本個案可用於討論情境領導、資源拼湊、衝突管理、社會影響力等相關議題。通過本個案的探討,社區配合新北市政府推動低碳社區與SDGs之間存在著密切的相互作用,其在促進經濟、社會和環境的可持續發展方面具有重要意義。


    With the continuous development of the global economy and population growth, issues such as climate change, environmental pollution, and resource waste have become increasingly serious. To address these challenges, the United Nations formulated 17 Sustainable Development Goals (SDGs) in 2015, aimed at achieving sustainable development of the global economy, society, and environment. These include important goals such as eradicating poverty, providing clean water and sanitation, responsible consumption and production, and climate action.
    This case study explores how the community, also known as the beautiful "Chunyong" community in Lujhou, under the leadership of Chairperson H, implemented low-carbon activities. It examines the role of Chairperson H's leadership in the property company, the management committee, and all residents, as well as the impact of the community's efforts on residents' well-being.
    In the face of community management, Chairman H proposed the concept of a "full-functional digital low-carbon happy home", actively participated in the New Taipei City government's low-carbon certification, green competition, energy-saving subsidies, regularly held educational courses and community activities to foster relationships, established yoga clubs and happy farming clubs for regular organized activities, provided resource recycling assistance to vulnerable groups, replaced clubhouse gatherings with epidemic prevention group purchases, and upgraded to energy-saving lighting. With different situational members, innovative thinking and flexibility were applied through different leadership styles to improve the quality of life and achieve win-win outcomes to promote SDGs and influence the sustainable development of the entire society. This case can be used to discuss related issues such as situational leadership, Resources Bricolage, conflict management, and social impact. Through the discussion of this case, it is apparent that there is a close interaction between the community's cooperation with the New Taipei City government in promoting low-carbon communities and SDGs, which is of great significance in promoting the sustainable development of the economy, society, and the environment.
