學習型組織自從Peter Senge提出「第五項修練」(1990)以來,就蓬勃發展至今。目前知識經濟時代來臨,學習型組織扮演的不僅僅是企業永續經營的概念,更是組織持續學習與創新的重要推手。

在傳統績效評估的過程中,除了面臨評估因素不易量化的問題,同時也涉及人員主觀判斷所產生的模糊性問題。因此,本研究運用模糊理論(Fuzzy Theory)與層級分析法(Analytic Hierarchy Process;AHP)等概念,以提高績效評估結果的可接受度與合理性。
根據此概念與架構,並應用資訊科技之功能,建構出一套學習型組織成效評估的線上管理系統;不但可以線上做成效評量,亦可迅速累積與管理評估知識。以此作為後續推行學習型組織活動的依歸,因而提昇學習型組織導入之成效。

本研究為了確認本研究所開發的雛型系統之實用性,最後藉由個案實證的方式來驗證本系統之效益,並透過個案訪談得到以下結論:
1.本系統的成效評量結果能夠提供決策參考的良好依據,協助企業有效掌控學習型組織導入的成效。
2.本研究所設計的成效評量流程,能夠提高非結構化決策問題之客觀性、提高決策品質與評估結果之合理性,是一個適合用於學習型組織之成效評量的流程。
3.本系統之特色為有效降低評估所需之成本與時間、有效累積組織記憶、利用實務社群達成全員參與效果,故此系統之建構有利於企業進行學習型組織成效評量。


Since Peter Senge(1990) proposed that “The fifth Discipline”, the Learning Organization grows vigorously so far. Era of knowledge-driven economy comes at present. The Learning Organization is not merely the concept that enterprises manage continuously forever but a important push hand to help enterprises learn and innovate continuously.

When the traditional performance is carried out , except face some problems that many factors aren’t easy to quantized, it involves the ambiguous question produced in personnel's subjective judgement. So, this research uses some techniques, including of the fuzzy theory and Analytic Hierarchy Process(AHP) in order to get higher degree of the acceptance and rationality of performance evaluation.

According to this concept and structure, we use the function of information science and technology to build and construct out a set of on-line performance evaluative and administrative systems of the Learning Organization; Not only can do on-line performance evaluation , can also accumulate and manage the knowledge of assessing rapidly . It is applied to pursue the Learning Organization, and therefore promote the benefit of trying to carry out the Learning Organization.

Finally, to verify the practicability of this system, we adopt a case study to confirm the benefits derived from this system and get the following conclusion through the case’s interview:
1. The result of performance evaluation of this system can offer good bases and consultation of making decisions, and help to control effectively in carrying out the Learning Organization.
2. This procedure of performance evaluation designed by our research can usefully deal with unstructured decision problems in performance evaluation, and improve the decision quality and rationality in performance evaluation. It is suitable and used for performance evaluation on the Learning Organization.
3. The characteristics of this system include reducing cost and time of evaluation , accumulating and organizing memory , utilizing the practice community to reach that all members can participate in the performance evaluation. So this system can help enterprises to evaluate the performance of carrying out the Learning Organization.
