At the beginning of 2020, COVID-19 broke out globally, and Taiwan was also affected by the COVID-19. Under the raging epidemic, the people and the government paid more and more attention to health and pandemic prevention. Even under a severe epidemic, consumption is still an indispensable part of people’s lives. Under such a background of time and space, mobile payment, a payment method that meets the people's consumption needs as well as the health and pandemic prevention needs simultaneously. It has been more quickly popularized in your and my lives. At the same time, some people still feel unsafe about the difference between mobile payment and the past payment methods. Because mobile payment is a non-materialized currency, it may cause some information security problems and financial risks. These are also the concerns of government and mobile payment providers. While the mobile payment penetration rate is increasing, they have to deal with these concerns.

This research aims to assist mobile payment companies and governments to increase the penetration rate of mobile payment, and to understand the impact of different factors that affect users' intent to use mobile payment. A total of 300 valid questionnaires were collected from the general public who had used mobile payment as the research samples. The results show that sanitation and pandemic prevention have a positive impact on policy support; additional value has a negative impact on financial risks, and the implicit concern is a negative adjustment effect on the relationship between policy support and financial risks.
