綠能產業是政府目前積極推動的「前瞻基礎建設」，也是政府推動「五加二產業創新計畫」的其中一項。政府將在四年內編列約208億元預算，以發展綠能所需的基礎建設。根據金融監督管理委員會預估，截至2025年止，太陽能光電、風力發電及其他綠能相關產業及設備投資，資金需求上看新台幣1.5兆元。以這樣鉅大金額，勢必仍須仰賴金融機構授信挹注資金，否則政府的綠能政策將無法順利推動。金管會已推動「綠色金融行動方案」至2.0版，包括授信、投資、資本市場籌資等三大面向為綠能產業挹注資金。其中授信方面將大幅放寬授信限額，藉此鼓勵金融業協助綠能產業取得資金。
因此，綠能產業授信，尤其是發展較快的太陽能發電產業，已成為國內銀行當前最新且最大的授信業務市場。銀行為擴大業務及響應政府政策，有必要了解太陽能發電產業及授信策略。為提供相關問題分析，本研究從太陽能發電業現況及背景著手，介紹產業背景、國家政策與法規、金融機構授信現況等三個大方向，接著探討太陽能發電產業的環境及優劣勢分析，據以提出針對太陽能發電產業的授信策略，並且將結論歸納成幾個銀行可採行的建議，並說明未來研究方向。

The green energy industry is currently the "forward-looking infrastructure" actively promoted by the government, and it is also one of the "five plus two industrial innovation plans" promoted by the government. The government will set a budget of about 20.8 billion yuan in four years to develop the infrastructure needed for green energy. According to estimates by the Financial Supervision and Administration Commission, as of 2025, investment in solar photovoltaic, wind power and other green energy-related industries and equipment will require a capital demand of NT$1.5 trillion. With such a huge amount, it is bound to rely on financial institutions to grant credit and inject funds, otherwise the government's green energy policy will not be promoted smoothly. The FSC has promoted the "Green Finance Action Plan" to version 2.0, which includes three major aspects, namely credit granting, investment, and capital market financing, to inject capital into the green energy industry. Among them, the credit limit will be greatly relaxed to encourage the financial industry to assist the green energy industry in obtaining funds.
Therefore, the green energy industry, especially the solar power generation industry, has become the latest and largest credit business market for domestic banks. In order to expand business and respond to government policies, banks need to understand the solar power generation industry and credit strategy. In order to provide analysis of related issues, this research starts with the current situation and background of the solar power generation industry, and introduces the three major directions of the industry background, national policies and regulations, and the current status of financial institution credits, and then discusses the environment and advantages and disadvantages of the solar power generation industry. Put forward a credit strategy for the solar power generation industry, and summarize the conclusions into recommendations that can be adopted by several banks, and explain the future research direction.
