根據行政院勞工委員會的統計，營造業職業災害死亡人數佔國內產業最大比例，為求提升事業單位安全衛生水準，於相關法令中要求雇主應執行風險管理或風險評估以消除潛在風險，並推行台灣職業安全衛生管理系統。然而相關法令與規範卻未提及應如何實施，以致於無法確實落實與執行。
有鑑於此，本研究主要擬參照行政院頒布之「行政院所屬各機關風險管理及危機處理作業基準」並與JIS Q2001：2001標準以及各風險管理相關標準進行整合，以建構適用於營造業職業安全衛生風險管理之基本架構。並將其應用在營造業事業單位的各個管理層級，建構一適合於營造業職業安全衛生風險管理之模式，供營造業構築風險管理時的參考，該模式依管理層級將風險管理分為以事業單位總公司為主體的策略性的風險管理、以事業單位專案工程現場為主體的戰術性的風險管理、及以專案工程的作業現場為主體的作業性的風險管理，並建立適用於營造業各階層之風險管理紀錄文件。

Management level of the model of risk management, including strategic risk management; tactical risk management and operation of risk management. And to establish applicable to all sectors of construction industry documents on the risk management.
