本論文陳述現今自治會洪會長，如何在有限的資源下整合所處商業生態中，尋求有限的資源，彼此團結合作、共創生機。達成組織的目標任務。
在商場的組織經營與管理時所碰到的各個狀況與情境，進而積極找尋新的市場與發展機會。商店街街區組織為一自發性之組織團體，因此在無既定法規約束及相關單位可正式給予資源補助情況下，街區組織的行動力以及組織成員所背負著協調、整合，尋求共同利益的過程，都是需要魅力領導整合組織內部及外部。
本論文還探討商場組織轉型的過程中，領導特質影響著企業轉型的決策及執行方向。在商場經營推動過程中，當以結合區域內店舖之共同管理及經營理念，利用SWOT分析，強化優勢，超越自我內部傳統管理模式，共同改變外部大環境、整合內部組織提昇商場競爭力為首要要務。進而在碰到相同狀況時，能知道危機管理的方式，並作出最佳的抉擇。

This study described the leadership of a non-profit organization chairman Mr. Hung and the ecosystem in a typical land revitalization program.
The leadership had a great impact on the organizational transformation in business including shaping the external environment to maximize the competitiveness of the organization and utilization of land.
The case described how can the leader of a non-profit organization function with much legal restriction or supported resource in terms of his personal factors (charisma) and external environment.
The thesis was written based on Harvard Business Case with teaching note style.
Since all entrepreneurs and leaders would encounter similar scenarios as “how to reach organizational objective with limited resources”, readers can learn from first-hand experience from Mr. Hung.
In particular, the current study helped the readers to apply related theories and framework under similar scenarios.
