追求績效一直是企業經營者的目標,然而公共工程事業除了績效外,卻必須負起某程度的企業社會責任。國內三大顧問公司早期都是以財團法人型態存在,保證公共工程的設計品質與施工品質及對員工照顧是經營重點,然而近年來國內政經環境變化極大,顧問市場也因加入WTO而開放,市場因競爭而變得更有效率。國內大型顧問公司具有優質的人才庫,但人事成本太高卻是不爭的事實,大型顧問公司長期經營策略,最主要還是以大型公共工程為主,本文將從理論與實際案例出發,以風險矩陣方法評估不同顧問業務的專案管理計畫風險等級,以績效評估方法比較專案計畫績效,最後以SWOT分析探討顧問公司承攬何種業務之專案計畫最符合國內大型顧問公司的利益,而且能進一步帶領台灣工程顧問公司的專案管理經驗輸出到國外的大型專案管理市場。
The pursuit of performance is always the goal for the business managers. But in addition to the pursuit of performance of public works, business managers should also take a certain degree of social responsibility. In the early stage of the three domestic consultant companies were in the type of Foundation, and to ensure the quality of design and construction of the public works, taking care of employees was the business focus. However, in recent years, the change of domestic political and economic environment is extremely big. Consultancy market opens due to the accession to the WTO and the market competition becomes more efficient. Although large domestic consultants have high-quality talented person pool, it is an indisputable fact that the personnel costs are too high. The main and long-term business strategy of a large consulting firm is still the large-scale public works. This article is based on the theory and practical case, and this research uses not only risk matrix method to assess the risk level of the business plan of different consultant project management, but also performance assessment methods to compare the performance of different project plans. Finally, this research uses a SWOT analysis to explore which business plan meets the interests of the large consulting firms best and can lead the output of project management experience of the engineering consulting firm in Taiwan to the foreign large-scale project management market.
