隨著高科技時代迅速發展情況下,未來都市人口飛快增加,氣候變遷日益劇烈,城市中基礎設施發展重要性備受重視,「智慧城市」的規劃與發展成為全球城市追求目標。國際著名跨國科技公司IBM(International Business Machines Corporation)首席執行長Samuel Palmisano(2008)提出「智慧地球」的概念,將智能技術應用在生活各個層面上。 IBM將智慧地球視為願景,把傳統信息技術IT(Information Technology)產業融入城市基礎設施中,將城市中各個產業與基礎設施智能化,並整合串聯起來管理。全球提倡智慧城市發展情況下,台灣在未來的都市發展中必定要融入智慧城市發展策略下,需要有將大量資訊整合的決策系統來幫助市政單位,並同時納入市民的需求。
本研究根據IBM所提出智慧城市發展類別進行分類,可分為公共安全、行政管理、城市規劃、建築開發、基礎設施、大眾交通、教育發展、智慧醫療、社會服務等。本研究以台中市為例並將所有的策略手法透過Kano Model二維品質模型來進行操作,透過Kano Model來深入了解市政單位與市民之間對於各個智慧城市策略的滿意度,有效提供市政單位進行初步決策並同時滿足市民對於城市基礎開發需求。
在全球推廣智慧城市風氣下,本研究針對政府與IBM團隊在台中市進行規劃設計時提出改善建議。現階段台中市政府在發展智慧城市有許多願景與策略,然而民眾的需求與期望相關研究較為鮮少,透過把「民眾需求與期望」納入到規劃設計階段,來了解台中市現有的發展問題與限制,並針對現況問題來執行改善。台中市目前處於開發階段,透過本研究來了解台中市在智慧城市的發展趨勢,也讓智慧城市的發展能夠推廣到市民階層,不再局限於專家與電腦系統上。


As the time of high technology industry develops swiftly(comes toward), it is expected that a city will increase its population rapidly in the future. The climate is progressively getting more severe than before. As a result, it is obvious that the infrastructure is recently regarded as (is highly valued as)an important part within a city. The scheme and development of “Smart City” becomes a final goal pursued by global cities. In 2008, Samuel Palmisano, the CEO of IBM(International Business Machines Corporation), has raised an idea of “Smart Earth”—a notion of applying intelligent skills to every aspects of our daily life. Besides uniting IT(Information Technology) industry into city`s infrastructure, it is quite necessary that we have to well connect and combine all industries with the city infrastructure. Consequently, all industries as well as the infrastructure in the city would be modernized and innovated by introducing this certain management. People all over the world has raised a relevant issue over the development of an intelligent city(Smart City). In the last analysis, it follows that the development of a Smart City in Taiwan. When we have a great number of analyzed information and a well-organized analytical system to help the municipal administration to solve problems. and when the government simultaneously take the demand of the citizen.

The following discussion is based on the developing categories of a “Smart City” which is an idea raised by IBM, and the content can be divided into eight major parts such as public safety, administrative management, architecture, infrastructure, transportation, education, intelligent health care, social service, etc. In addition, the following essay takes Taichung City as an example, and the implementation has been carried out by using all kinds of strategies with the Kano Model. Through the analysis of Kano Model, we can know more about the satisfaction(responses) from the citizen, and it shows whether the policy(strategy) implemented by the municipal administration is applicable or not. The analysis efficiently provides the municipal administration to make preliminary decisions, and it also satisfies a citizen's basic demand on the development of the city.

In view of the promotion of Smart City is spreading worldwide, this research aims to put forward suggestions for improvement on the plan applied by the city government or some designs(ideas) derived from the team of IBM. At the present stage, the Taichung City Government has a variety of visions and strategies on the development of Smart City, yet rarely does the public requests to understand this regarding field. Therefore, we can take account of the demand and the anticipation from the citizen as a reference during the designing process so as to find out and improve the current problems and limitations on the development of Taichung City. At present, Taichung City is in a state of developing city. Through reading the following research, we can understand the potential of Taichung City and it helps to popularize the conception of Smart City—a cognition which is not only conceived by experts or applied on the computer system anymore—to the citizens.
