  • 國際貨運承攬業者在臺灣這個四面環海的島國,扮演著台灣企業在國際貿易活動中的重要角色,特別是作為航商及貿易商間的中間者。國際貨運承攬業的存在,是因為航商可以提供給貿易商的服務,只能侷限在該公司的服務架構中,無法提供其他航商服務給貿易商,所以貿易商會轉向尋求貨運承攬業者提供服務,貨運承攬業者可以和所有航商配合,當貿易商需要航運服務時,貨運承攬業者可以透過自己的網絡找尋並提供給貿易商多樣航商服務選擇。
    本研究中以A公司為例,A公司為一間成立三十五年的國際貨運承攬公司,初創立時,是倚靠當國外貨運承攬公司在台灣代理,代為安排出口的生意來支持著營運,所使用的航商服務都是國外指定的,生意內容單純,隨著台灣人們及市場對進口貨物的需求增加,A公司改變策略,轉向發展進口生意,業務人員在開發中也發現到,進口生意的貿易條件多為FOB及EXW,也表示使用哪種服務的決定權在進口商手上。A公司想要爭取到生意,必須提出能符合或接近客戶需求的航商服務,此次透過參考相關文獻,並訪談產業之專家,建立航商評選決策之層級評估,再以問卷調查,彙整各專家之經驗,運用層級分析法(AHP)運算出各個主準則與次準則之權重值後,提供A公司日後選用航商服務有科學數據依循。


    Taiwan is an island country surrounded by the sea, and International freight forwarder in Taiwan is an important role for Taiwanese companies in international trade activities, especially as intermediaries between shipping line and traders. The existence of the international freight forwarder industry is because the services that carriers can provide to traders are limited to the company’s service structure and cannot provide other carriers’ services to traders. Therefore, traders will turn to freight forwarder to provide services, The freight forwarder can cooperate with all shipping lines. When a trader needs shipping services, the freight forwarder can search through its own network and provide traders with a variety of shipping line service options.
    In this study, company A is taken as an example. Company A is an international freight forwarder company, it's established for 35 years. At the beginning, it relied on being a foreign freight forwarder company's agent in Taiwan to support its operations by arranging export business on its behalf. The shipping line used are all designated by foreign freight forwarder, and the business content is simple. As Taiwanese people and the market’s demand for imported goods increase, Company A has changed its strategy and turned to the development of import business. Sales personnel have also discovered in the development that the terms of trade of the import business are mostly FOB and EXW, which also means that the right to decide which service to use is in the hands of the importer. If company A wants to win business, it must propose shipping line services that can meet or approach customer needs. This time, through reference to relevant literature and interviews with industry experts, a hierarchical evaluation of shipping line business selection and decision-making is established, and then a questionnaire survey is used to summarize all Experts’ experience, after calculating the weights of the main criteria and sub-criteria using the Analytic Hierarchy Process (AHP), provide company A with scientific data to follow in the future selection of airline services.
