由於網際網路的興起帶動,社會結構快速e化,資訊科技已被全球廣泛地應用,因應此一趨勢,我國漁業產業亦漸漸邁入電子化、數位化與網路化的新境界,以提高服務品質,創造產業競爭優勢。且在國際化、自由化衝擊下,及加入世界貿易組織(WTO)之後,傳統的漁業產業面臨許多困境,漁業發展直接受消費行為影響,如何顛覆過去傳統漁業的觀念,讓我國水產品附加價值提昇及擴大需求成為目前最重要的課題。
本研究將我國水產品產銷履歷系統分為五大部分,包括養殖生產階段、檢驗分析階段、運銷及加工階段、消費者階段及漁政整合階段等,並依據臺灣版良好農業規範的作業準則,及各階段追溯模式的差異,建置系統間與資料的連結,有時更是需跨部會的相互支援,以分工合作之模式分頭進行相關作業的訂定及推動,再加以整合俾利建構完整之產銷履歷系統,並歸納出水產品產銷履歷系統之推動評估指標。亦藉由SWOT分析,以產業結構、IT技術、法制及消費等四個層面,說明產銷履歷系統應用在水產養殖業之策略訂定,作為相關業者遵行之依據及政府部門輔導推動之參考。並透過水產品產銷履歷系統的資訊透明化,除可讓消費者買得放心、吃得安心,亦可改善養殖業者形象,更有機會銷往歐盟及其他國家,讓臺灣的水產品在國際市場上更具競爭力,未來相關制度亦能逐步輔導推動至其他相關業者。


The information technology has been wildly applied on various fields in the whole world due to the fast electroniczation of social structure driven by the rising of the Internet. In response to this unchangeable trend, Taiwan fisheries industry has also marched gradually toward a new realm in terms of electroniczation, digital and network, which enables Taiwan to elevate the quality of its service and create industry's superior competitiveness. Besides, given the circumstances of prevailing globalization and liberalization, after Taiwan’s accession to the WTO, the traditional fisheries industry encounters a lot of difficulties, one of which is the consumers’ behaviors that have directly affected our fisheries development, a developing scenario evoking our attention. Facing such a challenge, it needs to find out a possible resolution that shall evade from the traditional philosophic thinking and methodology, and, therefore, how to take measures to add extra value to the seafood products and expand its demands in the consuming market become the most important issues at the current stage.
This research is to categorize the “aquaculture production and sales traceability system” into 5 major parts, including farming production stage, inspection and analysis stage, market and processing stage, consumer stage and fisheries administrative integration stage. Based on the operation guidelines of “Taiwan Good Agriculture Practice (TGAP)” and the tracing model divergence in the variety of stages, this paper is trying to explore the possibility to establish an information system to link the data between sub-systems of the said major parts, in which it sometimes needs the cross-departments’ supports within the government agencies through mutual cooperation on the enactment of regulations and the promotion in their parts in charge, and then to integrate all available resources as an intact production and sales traceability system. The available indexes in connection with the promotion of production and sales information traceability system are also set as an assessment basis for deciding the extent of achievements. This paper also takes the advantage of the so-called SWOT analysis, through the illustration of 4 individual components covering industry’s structure, IT technology, enactment of laws and consumption, to generate an applicable strategy decision on the production and sales traceability system to be used in aquaculture, which could be considered for both the private and the government sectors’ reference while in implementation or in promotion. Since the well established production and sales traceability system to be used in aquaculture can provide information in a transparent manner, it will not only make the consumers feel comfortable while purchasing or eating the products, but also improve the image of aquaculture industry, giving the opportunity for Taiwan’s products to export to the EC and other countries, and extending further to our other seafood products to compete with others in the international market. It is hoped that the relevant system can be developed in other fisheries in the future.
