我國預估在2025年將接近超高齡社會之標準，所以政府對於高齡者福利政策也越來越重視，而高齡者受限於身體條件被列為避難弱勢族群，面對火災時本就難以自行避難逃生，現行老人福利機構人員也不足應付，因此，對於老人福利機構而言，預防火災遠比其他事情更為重要。
本研究瞭解防焰寢具在日本推廣多年，並由政府直接建議使用之產品，可作為老人福利機構預防火災之加分項目，因此透過文獻探討、國內外火災案例分析，瞭解防焰寢具推動發展之過程，以及防焰寢具實際對於老人福利機構預防火災之助益，以及確認老人福利機構潛藏之火災風險，並藉由實際訪談防焰寢具推動人員與老人福利機構人員，紀錄不同面向對於防焰寢具推動之可行性之意見。
研究結果顯示對於防焰寢具對於老人福利機構之火災預防實有助益，但在政策推動面尚需透過機構優先示範、相關獎勵措施或提供經費補助等做為加強，經本研究提出針對性建議，期望提供政府機關做為政策推動之參考。

It is estimated that China will be close to the standard of a super-aged society by 2025, so the government is paying more and more attention to the welfare policy of the elderly. However, the elderly are classified as a vulnerable group for refuge due to physical conditions, and it is difficult for them to self-rescue when facing a fire. There are not enough personnel in the current welfare institutions for the elderly to take refuge and escape. Therefore, for the welfare institutions for the elderly, fire prevention is far more important than other things.
This study understands that flame-retardant bedding has been promoted in Japan for many years and is directly recommended by the government. It can be used as a bonus item for fire prevention in welfare institutions for the elderly. Therefore, through literature review and domestic and foreign fire case studies, we understand that flame-resistant bedding promotes development. The process of flame-proof bedding, as well as the actual benefits of flame-proof bedding for elderly welfare institutions in fire prevention, as well as the identification of potential fire risks in elderly welfare institutions, and through the actual anti-flame bedding promoters and elderly welfare institution personnel, record different aspects of fire prevention opinions on the feasibility of promoting flame-retardant bedding.
The research results show that flame-retardant bedding is really helpful to the fire prevention of welfare institutions for the elderly, but in terms of policy promotion, it still needs to be strengthened through institutional priority demonstrations, related incentives, or financial subsidies.
