過去在台灣，一般大學的發展策略主要包含兩方面的選擇，第一為涉及選擇發展成為「自然科學」導向、「社會科學」導向，或是二者綜合並重的大學；第二為涉及選擇發展成為「研究」導向、「教學」導向，或是二者並重的大學。本文利用資料包絡分析法(Data Envelopment Analysis, DEA)，針對93-96學年度台灣43所公私立大學的經營績效與發展策略關聯進行分析。研究結果發現，台灣公、私大學的經營績效沒有顯著的差別；另外發現獲選五年五百億政策獎勵的學校經營效率值均顯著高於未獲選的學校。其次，採用分量迴歸法(Quantile Regression)分析研究，發現選擇「自然科學」導向或「社會科學」導向的發展策略會對大學經營績效有所影響，但選擇「研究」導向或「教學」導向為發展策略則無效果。從改善台灣所有大學經營績效差異觀點，我高等教育主管機構可考量將五年五百億計畫酌分配給予績效較差之大學，協助其改善經營效率，並要求朝向特色化的大學發展。

In general, there are two aspects of portfolios in developing strategies for universities in Taiwan: Focusing on natural science orientation, social science orientation or both; choosing between research-orientated, teach-orientated or both. The first purpose of the paper is by applying Data Envelopment Analysis to investigate the relative performance in 43 universities in Taiwan from 2004 to 2007. The result reveals that there is no significant difference on performance between public and private universities. It, however, reveals that the performance gaps between those universities sponsored by “Five Year Fifty Billion Project” from those didn't are significant. Moreover, the second purpose is by applying Quantile Regression to evaluate the possible impacts of different developing strategies on the performance of various universities. As the result, universities who adopting the different developing strategy of natural science orientation or social science orientation would vary the performance; nevertheless, adopting research-orientated or teaching-orientated would show no difference. In conclusion, from the view of improving performance of all universities in Taiwan, it would be the advice for Ministry of Education to appropriate “Five Year Fifty Billion project” to support low-performance universities and to diversify universities by developing their features.
