由於全球化浪潮日趨明顯,企業組織的層級與規模隨業務需要逐漸擴大,對於整合及控制企業資源、企業流程和資訊系統的需求日益增強。因此,更快速地反應市場及客戶需求,同時更流暢地與上、下游廠商做資源整合,都是企業必備的競爭條件,企業資源規劃(ERP)系統即成為其內部管理有效運作之基礎。
近年來政府或民間企業(如科技產業半導體12吋廠及TFT-LCD面板建廠計畫)推行之公共建設工程專案,無論是以統包(Turnkey;Design- Build)、BOT(Build-Operate-Transfer)、共同投標(Joint Venture)等型式,工程規模及投資金額都非常的龐大,涵蓋工程專案範圍廣且技術複雜度高,高階管理者在取得標案後,如何運用專案管理資訊系統(Project Management Information System;PMIS)與其任命之專案經理及利害關係人作有效溝通,讓工程專案得以在資訊透明化的過程中,於預算成本範圍內如期、如質地達成專案獲利目標,是一個值得研究探討的課題。
故此,根據上述之動機,本研究範圍包括以下主要三項:
1、相關文獻探討
2、探討工程專案管理資訊系統導入方法
3、個案分析-導入工程專案管理資訊系統之公司實例
本研究主要目的即是想突破傳統工程專案管理系統所面臨的問題(如溝通障礙、資訊透明與即時性),透過電腦資訊科技技術,如網路通訊、ERP系統等,研究探討可呈現「即時」、「透明」、「一致」資訊之工程專案管理資訊系統的導入方法;再者以A公司個案探討為例,具體說明該公司之工程專案管理資訊系統的原理、功能及效益,並分享其導入之關鍵成功因素,提供相關工程業者及後續研究者參考。
Due to the global tendency, the levels and scope of the enterprises are progressively enlarging with business demand. The need to integrate and control the resource, the process and the information system is much more and more increasing. Therefore, these are the essential competitive conditions of the enterprises to quickly respond to the need of markets and customers; and to smoothly integrate the resource of their suppliers and customers. By the way, the ERP system is proved to be the basis of internal management working effectively.
In the years, the government or private enterprises (like science and technology-semiconductor 12 inches and TFT-LCD panel factories building plans) which carry out the public constructions and engineering projects have invested big money in and plunge many resources into these projects in the form of Turnkey, BOT(Build-Operate-Transfer) and Joint Venture.
The range of these kinds of projects is very widespread, in the same way, they are also with the characteristic-high tech and complicated properties. For this reason, it is an important issue to discuss that how to use the PMIS and effectively communicate with project manager and stakeholders when the managers get projects in order to achieve the project goals in the budget as schedule and as quality.
Therefore, according to the reasons above, the range of the study includes three aspects:
1.To collect and compile the related literatures.
2.To discuss the introducing method of the engineering project management information system.
3.Case analysis-the true case that introduces the engineering project management information system into the A corporation.
The propose of the study is to break through the problem that traditional engineering project management facing like the communication barriers, information opaque and information immediately. Through the computer information technology such as internet communication and ERP system, the study wants to discuss the introducing method of the engineering project management information system to show the information which is “immediately”, “transparent” and “identically”. By the other way, the study concretely explains the principal, function and beneficial result of the A corporation with the case studying. Finally, the study also shares the key success factors providing references to the related engineering business and follow-up studiers.
