企業面對充滿不確定性且變動迅速的競爭環境,單一本土化的企業已較難生存,全球化的競爭是企業必須面臨的挑戰。而跨國性的工程公司應思考以何種管理模式來執行以適應及面對外界環境的高速變化與挑戰,不適當的專案管理及無效的個人與組織溝通管理將導致專案的徹底失敗。企業如何運用資訊之分享及管理來達到協同式合作管理功能並協助企業成為有彈性、速度與整合兼顧的組織,克服跨部門、跨地區、甚至跨國際間專案成員的距離問題來進行有效溝通與執行專案,是企業追求的目標。

本研究藉由相關文獻探討,利用個案公司在印尼執行的個案為研究對象,以協同式專案管理架構為基礎並藉由資訊交換平台的運用來整合專案程序過程規劃、執行及管制之專案生命週期,並闡述工程推動過程中與各利害關係人之間的溝通管理與專案管理模式。透過有效的協同式專案管理模式,以期達到「如期、如質、如預算」的專案完成目標,順利移交給業主。

在本研究中除探討個案執行中所發生的問題外,亦探討知識管理系統,將專案的相關知識領域與執行過程中所累積之紀錄與Lesson & learned藉由知識管理系統轉為企業未來可再運用之專案資源與知識,將歷史專案的工作架構快速複製於未來的專案。另外,說明專案管理需因應分散式環境的需求,採用多區域團隊管理方式以發揮個案公司有效資源運用,結合核心能力,提高國際競爭力及企業獲利能力。最後提出數點結論與建議以供實務面之運用與後續研究之參考。


Enterprise is facing the global competitive environment which is highly uncertain and changing rapidly. A single localized enterprise is hard to survive anymore. A multinational engineering company shall figure out how to approach the high speed change and the challenge of global environment through management model. The project will be definitely failed due to improper project management and non- effective individual and/or organizational communication management. It is the enterprises’ goal to rely on the sharing of the resource and management to achieve the function of collaborative cooperation and to overcome cross department, cross area and even cross distance of international project team members to make an organization which is in possession of elasticity, speed and integration.
Through literature review and case study in Indonesian project, this research is to integrate the project life cycle of planning, execution, control and closing processes based on collaborative project management and the platform of information exchange. In addition, we study the communication management and project management between stakeholders during engineering progress. The project completion target is to be under schedule, cost and budget through the effective collaborative project management and hand over the plant to owner smoothly
Beside the problems occurred during execution stage, we also study the knowledge management system in this research. The KM system can be utilized as the project resource and knowledge base by collecting all related knowledge and accumulated records of lesson & learned. Enterprise can refer to historical data and framework through KM system to make a copy to future similar project. In order to strengthen the competitiveness and make more profit for enterprises, the project management shall base on the current distributed environment to manage multi-location teams with his core value. Finally, this research makes conclusions and suggestions to which the enterprise can refer to while executing projects in the future.
