  • 隨著資訊科技的發展與進步,企業組織對資訊科技的運用及依賴更趨緊密,擺脫過去狹隘之傳統文件管理模式,以積極現代化的檔案管理觀念,導入相關的資訊技術,使得企業組織中的資訊能夠更有效的創造、流通與應用。然而,有關資訊系統所管理的資訊品質良窳之議題,在這十年間的研究與實踐中,只有透過少數的技術來衡量、分析及改善資訊品質,無法對資訊品質建立全面性的評估衡量及與其他組織的基準作努力(Yang et al., 2002)。事實上,資訊品質之良窳對每一個組織員工在工作上是相當重要的環節,如果透過資訊系統所獲取的資訊是不正確的,不但無法協助員工工作的需求,反而會增加工作上的負擔,所以衡量資訊品質之績效實屬刻不容緩的議題。
    本研究主要目的在於如何有效衡量組織透過資訊系統所管理的資訊品質。一般而言,進行資訊品質績效評估的過程中,必需考量外在環境的不確定性與評估因素不易量化及評估人員主觀判斷所產生的模糊問題。為此,本研究透過文獻整理,彙整出衡量資訊品質相關的指標,並以「模糊層級分析法」與「模糊區間語意」的方法建構出本研究的評估模式架構,進而利用資訊科技發展出一套資訊品質績效評估系統,協助企業以更有效率的方式進行績效的評估,並透過群體協同評估的決策方式,為企業提供一個較客觀的評估結果,以真正提供資訊品質評估與改善的績效系統。
    最後,本研究亦透過個案實證的方式,以驗證本研究所開發的雛型系統之實用性。透過個案實證分析結果,歸納出本系統有四項貢獻:(1)提供一套web-based資訊品質績效評估系統,協助企業有效降低績效評估所需的成本與時間;(2)以模糊層級分析法搭配模糊區間語意做為評估模式,解決評估人員主觀判斷產生的模糊不確定性;(3)提供討論區平台,讓評估參與人員,除了評估之外,更能透過群體討論的方式,找出組織運行產生的問題原因及解決方案;(4)本研究系統的運作結果與個案公司的評估結果一致且符合,顯示本系統可協助企業有效進行資訊品質績效評估,並可提供決策資訊作為後續活動的參考依據。


    With the development and progress of information technology, organizations rely on the use of information technology more closely. The enterprise will get rid of the traditional document management to a positive concept of file management, and they will adopt the related information technology to make the information of enterprise can be more effective creation, distribution and application. Yet, despite a decade of active research and practice, only piece-meal, ad hoc techniques are available for measuring, analyzing, and improving Information Quality (IQ) in organizations. As a result, organizations are unable to develop comprehensive measures of the quality of their information and to benchmark their efforts against that of other organizations. In fact, Information Quality (IQ) is a very important part for each of organization employees. If the information obtained from information system is not correct, it can not help employees, but increase the work of burden. Therefore, one of the crucial subjects related to IQ is to design an appropriate IT-based IQ performance evaluation system for organizations.
    The main purpose of this study is how to assess information quality in the organization’s information systems effectively. In general, it should consider the external environment of uncertainty and human subjectivity in information quality performance evaluation process. Therefore, this study examined the impact of information quality and establish assessment framework that combines Fuzzy Analytic Hierarchy Process with Fuzzy Interval Linguistic Variables. And this study develops an IT-based IQ performance evaluation system, and applies Group Evaluation to improve evaluation quality that providing enterprises with a more objective assessment of the results to provide the evaluation of information and the quality improvement system.
    Finally, we adopt a case study to confirm the benefits derived from this system and the contributions of this study are enumerated as follows: (1) This system is helpful to simplify Information Quality evaluation process; (2) This system is useful to deal with unstructured decision problems in performance evaluation; (3) In addition assessment, this system provides discussion platform that can identify issues from organizational operation for the participants; and (4) This system provides company executives with practical references for decision-making.
