自全民健康保險開辦以來,促進就醫的地域性與公平性,相對提升醫療產業的競爭。隨著消費者對服務品質及醫療技術的重視,醫院的經營與型態,應伴隨著政策、人口結構與市場需求而改變;因此,醫療機構如何在激烈的競爭環境中生存、轉型與經營發展則為其重要之議題。透過學習型組織可持續不斷的學習發展與轉化,不僅能改變組織成員的心智及行為模式,也是組織創新與成長的致勝關鍵,更能迅速適應環境的變遷。
本研究在以學習型組織為基礎的架構下實證醫院之醫療暨服務品質管理計畫,主要目的在探討學習型組織對創新能力、組織績效的關係,以及團隊互動過程對於創新能力與組織績效間是否具有顯著的關聯性。在針對從事區域醫院層級以上之人員實施抽樣問卷調查(有效回收率為72.5%),實證分析發現:學習型組織與創新能力、組織績效有顯著的正向關係;創新能力對學習型組織與組織績效具有部分中介效果;在學習型組織傾向下,情感性衝突愈低,對於創新能力影響越高;而溝通順暢度愈高,對於組織績效影響愈高;凝聚力愈低,反而對於組織績效的影響愈高。此研究成果可提供醫療機構在經營理念上建立一個重要的參考依據。


Since National Health Insurance launch, improving the people go to the hospital locally and fairly, and promoting the medical industry compete mutually. However, along with the consumer focus on the service quality and the medical technology, the management and style of the hospital should be change following the policy, the population structure and the market demand. Consequently, the issues about survive in the competition environment, reforming and management development are very important. Namely, the learning organization can study development and transformation continuously, not only it can change the mind and the behavior pattern for the member, but it is a key to winning for the innovation and growth of the organization, even more to adapt the environment vicissitude rapidly.
In this study, the evidence research of the quality management plan about the medical treatment and service at hospital based on the learning organization framework. Several issues can be discussed: one is the relationship between innovative ability and organization performance versus learning organization trend; another is the notable connection between innovative ability and organization performance versus team interaction processes. To this end, the sampling questionnaire for personnel who are serve in the above the Metropolitan Hospitals level were be investigation and the effective returns-ratio is reach to 72.5% standard. According to the real diagnosis analysis are as follows: the innovative ability and organization performance are positively influenced by learning organization; innovative ability has an obvious and part mediating effects on the learning organization and organization performance; the impact of the higher scores with the communication, the higher tendency of the organization performance; the lower scores with the cohesively contrarily induce the higher effects on the organization performance. Therefore, the result can provide an important reference in the management philosophy for the medical institution.
