自ISO 9001:2008新版 Quality Management System (以下簡稱QMS)於2008年11月15日發布後,本研究觀察到有許多企業與政府機關於ISO 9001國際品質管理標準改版過程中,對資訊系統所需管理之深度與廣度感到困擾,故本研究想到是否可以建立一個「QMS資訊系統管理程序選擇模組」來協助此問題。由於這次ISO 9001:2008改版將影響全球所有通過或將通過QMS驗證之客戶,所有已通過ISO 9001:2000版之客戶於2010年11月15日前一定要通過改版,否則原證書將失效,因此預估全球應該有超過50萬家組織以上會受到影響,故本研究之重要性不言可喻。
本研究利用個案分析之方式,透過文獻探討分析資訊系統管理所可能應用之模組與專家經驗法則建立「IT-SOP(標準作業程序)量化評估盤點表」與十個「IT-SOP量化評估因子」,藉由研究之過程歸納出組織於使用QMS時建置及使用資訊系統管理程序文件之需要,建立一個可以協助企業容易引用之資訊系統管理SOP判定參考作業模組,並提出未來發展之趨勢,以提供企業或組織在導入QMS建置資訊系統管理程序文件時,能更貼近實際需要,克服對資訊系統所需管理之深度與廣度的困擾。
The ISO 9001:2008 new standard was published on 2008-Nov-15 by International Organization for Standardization (ISO). ISO has also announced that the expiration date of all old certificates of ISO 9001:2000 version can remain until 2010-Nov-14. As the new version of QMS specifies about “Information system”, we observed that lots of organizations were confused and also had a difficulty about how deep and width in their standard operation procedures (SOP) required to meet the new requirements of ISO 9001:2008 QMS. Thus, this research aims to build up a model called “A guide to select SOP to meet ISO 9001:2008 QMS requirements” which can help organizations use it to easily identify which information system SOPs can be selected to meet the new requirements specified in ISO 9001:2008 QMS.
This research employed a “case study” method and referred to many IT management best practices, SOP and expert experiences from relevant ISO standards and software organizations to propose 10 quantitative factors and “A Guide to Select SOP to Meet ISO 9001:2008 QMS requirements” which can help organizations achieve the goal of information systems management.
