根據經濟合作暨發展組織(OECD)所提供數據,各個國家青年失業率與整體失業率比大多為二倍,但行政院所提供台灣的比例卻近乎三倍,面對棘手問題,教育部編列青年發展工作預算為二億九千八百七十一萬六千、青年生涯輔導為一億三千八百三十七萬五千,兩者合計就占了青年發展署近二成五的預算,但台灣青年失業率居高不下仍是不爭的事實。。
為有效掌握學校所提供的職涯輔導措施之執行成效,並瞭解大專青年之核心就業力現況,因此進行「提升青年就業力成效評估暨就業力調查」,做為政府未來制定相關青年政策,及精進推動各項提升就業力計畫之重要參考。本研究以問卷發放方式進行調查,對台灣各大專院校學生為發送樣本,共回收44份。研究結果發現,近年來學生自評的核心就業力前幾名並無明顯之變化,前五名皆為「專業倫理及道德」、「團隊合作能力」、「良好工作態度」、「穩定性與抗壓性」、「表達溝通能力」。而學生對於職涯輔導單位的熟悉感不但沒有成長,反而下降;相反的不熟悉感卻是成長的,從整體的17.4%提升到27.3%,由於受訪學生皆不太清楚職輔單位,因此也連帶其提供的服務乏人問津。
According to the statistics offered from OECD, each country’s youth unemployment rate is doubled than unemployment rate; however the same rate which Taiwan’s government offered is almost three times higher. Confronting this thorny problem, Ministry of Education budget 298,716,000 for youth career developing, 138,375,000 for youth career counseling, these two budgets occupied twenty-five percent of all budget items. However the truth is that youth unemployment rate still remain high.
In order to effectively getting realized the career counseling offered from school, and understanding the core of university’s youth employability, I have done a survey of “An Investigation of Youth Employability and Career Counseling Division Effectiveness” to be the foundation of government’s policy of youth and the basic important statistics for proving the increasing employability project. This research was investigated by questionnaires, the chief objects of this study is the students in every college, get back fourty four data back. The investigation’s result shows that the corn of employability of students don’t have obviously difference in these years. The top five employabilities are “well ethics,” “cooperation,” “good attitudes,” “pressure resistance” and “conversation skill.” The familiarity of school’s career counseling doesn’t get increased but decreased; on the other hand the unfamiliarity increased from 17.4% to 27.3%. Because of the unclear conception of the department of career counseling, therefore no one knows the service from it.
