當醫院建築物屋齡超過一定之年限，醫療設施形成老舊環境窳陋亟待改善時，各項工程修繕計畫執行及管理效能之良窳，攸關醫院醫療作業環境之安全及整體醫療服務品質的提昇；然而公部門中「醫院單位」在執行工程採購及管理是屬較弱的一環之一，醫院工務部門之人員專長大多屬於設備維護保養技術層面，在工程管理方面知識則較為缺乏，往往在辦理醫療空間等公共工程改善及執行的管理過程中，雖有相關法規規範，但由於醫院工務系統組織架構良莠不齊，亦囿於工程人力不足及缺乏整體工程管理作業流程經驗，造成個案工程於各執行階段之優劣落差，對工程管理過程形成品質良窳不齊之影響。因此，醫院工務部門對於醫院整體的軟硬體設施改善及各項修繕工程計畫等等作業的良窳，在醫院醫療服務品質競爭力的提昇，扮演著重要的角色。
有鑑於此，本研究以績效評估理論為基礎，以台北地區一家多院區之公立醫院為案例，探討該醫院自民國94年至96年間各院區之整修建工程規模及特性、執行狀況示範案例，透過各院區使用需求行政中心主管、工務部門主管、主辦單位人員及專家學者針對各構面篩選出執行時之重要影響因子，進行訪談及問卷調查方案群組分析，建構一專門適合於醫院修繕工程應用之績效評估模式，衡量與比較實際績效與標準差距，將產生之問題謀求改進，達到整修工程品質如式、成本如度、進度如期的目標。
本研究採指標層級架構作為評估模式，藉由模糊德爾菲法（Fuzzy Delphi Method）原理篩選影響醫院建築整修工程於規劃設計階段、招標階段、施工階段及驗收階段等構面，依據行政院公共工程委員會所編列的「機關辦理公立醫療院所工程注意事項」中提到有多項常見的缺失，於各案執行過程中所遭遇之問題情況發生績效因子形成評估指標，及使用分析層級程序法（AHP）訂定評估指標權重和配分，並對評估結果研擬處理機制與應用方法，據此建立醫院修繕工程績效評估模式，希冀在此模式之建立下，提升醫院工務部門管理績效及服務品質，以達到應有的效率與效能。

When the hospital buildings have been used for more than a certain age of life, their medical facilities become an old environment and are urgently needed to improve .Whether the quality of renovation project implementation and management of the program's performance is good or bad will affect the safety of hospital medical operations and as a whole the enhancement of medical services. However, the "hospital unit" in the public sector is one of the weak links in the implementation of procurement and project management. The hospital staff of the public works department normally are specialized in the technical level of equipment maintenance, and the management of the project, but are relatively weak in the knowledge of engineering management. In process of improving the public construction projects such as the medical space and implementing the management, in spite of the existence of related code and specification, the lack of manpower and operation experience of whole engineering management result in huge difference in the quality of individual project during each execution stage. Such situation normally imposes an influence on the good or bad quality in the course of engineering management. Therefore, the hospital works department plays a very important role in the improvement of hardware facilities and each renovation plan of whole hospital, and the enhancement of capability of competition for medical services of hospitals.
The research based on the theory of performance evaluation. A public hospital with several branch hospitals was investigated in the research. The restoration works of branch hospitals from 2005 to 2007 were investigated such as the magnitudes, features and the procedures of the constructions. The important factors of each layer during the execution were obtained by the questionnaires surveys from the directors of administration center, engineering department, sponsors, scholars and experts. The performance evaluation model for hospital restoration works was established by interviews and questionnaire surveys group analysis. The differences of standards and real performances would be reviewed to improve the works. The goals of restoration works would be achieved such as qualities, costs and progresses.
The AHP method was adopted as the evaluation model in the research. The Fuzzy Delphi Method was used to extract the important factors of hospital restoration works during the stages of planning & design, invitation for bids, construction and the acceptance. There are a lot of common defects mentioned in the “The noticed items of public hospital constructions for all the companies” released by Public Construction Commission. The evaluation indexes formed by performance factors due to the problems occurred in the process of each case. The AHP method was used to establish the weighting and scores of the index evaluation. The mechanism of applications and actions for the evaluation results were also studied in the research. The performance evaluation model for hospital restoration works were proposed by the methods mentioned above. The research established the model in order to evaluate the management performance and service quality of engineering department in the hospital. The required efficiency will be achieved as well.
