台灣公共基礎建設的發展從民國60年代的十大建設開始一連串的公共建設計畫,帶動了台灣的整體國家競爭力與經濟發展,但隨著台灣都市的發展,公共基礎建設面臨者興建與維護交替的反覆循環階段,如何在有限的預算資源下進行每一項公共建設計畫的汰舊更新或興建,又必須有效的控管整體公共建設計畫的進度與品質管理,是當今推動公共基礎建設之規劃、執行部門地需面對的課題。
現今之公共基礎建設從計畫之可行性、綜合規劃、基本設計、細部設計、工程發包、履約管理至工程驗收點交乃至維護管理等所謂的全生命週期公共工程,是一個繁瑣而龐大的系統,再加以現今永續公共工程之必要,如何藉由有系統的分析歸納,將過去各類案例發生之經驗,作系統的累積並建立可參考使用之指標,必須透過知識分析將有效之指標建立。
The development of public infrastructure in Taiwan began with the construction of ten big public infrastructure projects, which led to the overall national competitiveness and economic development in Taiwan. However, with the development of Taiwan’s big cities, there are new problems regarding the construction and maintenance of public infrastructure, such as the repeated cycle stage and the way to renew or to demolish the old structures with the limited budget and meet the project schedule and quality control.
The current public infrastructure starts from the feasibility study, comprehensive planning, basic design, detail design, project contract, performance management up to the project acceptance and even maintenance management, so called life-cycle public work, which is a complicated and huge system. In addition, nowadays the public works needs to be sustainable, analyzed and summarized systematically through many cases and experiences, and to establish system to be used for future target. The results of this study are presented as follow: 1. Risk analysis of the implementation plan in the public infrastructure project 2. Promoting the assessment standard for the public infrastructure building plan.
