唯有供應鏈網絡成員間彼此緊密合作,才能具備競爭優勢。故在動態競爭市場產業環境下,提升供應鏈網絡能力已被視為獲得企業競爭力最重要的策略之一。因為透過IT(資訊科技,Information Technology)整合可以提高供應鏈網絡的彈性與敏捷性,以獲得更好的營運績效,故IT已被視為改善供應鏈績效的主要工具。就組織而言,運用IT創造競爭力是相當重要的議題,但尚缺乏瞭解如何能同時達成維持現行和創造未來企業供應鏈競爭優勢的相關研究。據此,本研究主要探索IT賦能供應鏈靈巧的網絡能力(Ambidextrous Network Capabilities)的概念,以瞭解IT如何有效地協助網絡現有資源做有效的連結,同時以成員間共同管理方式,面對未來變化也能將網絡資源重新組合和創新,才能確保持續的競爭優勢。同時,就組織研究而言,當利用IT改善供應鏈網絡時,其相關管理機制也同等重要,有遵循的機制設計,才能讓IT整合供應鏈網絡時,能連結發揮得更密切,並且無法被外界所模仿。

本研究以個案研究法深入探索長春化工在供應鏈中具有重要地位的三個不同個案,透過資料蒐集和分析過程,分析不同功能的個案的運作過程和結果。本研究主要以訪談為主,書籍、文件和深入觀察為輔的方式進行;最終歸納出一個運作模型,透過這模型可以了解IT 賦能達成靈巧網絡能力的運作過程和在網絡資源和共同管理的相關機制。透過本研究可以對IT賦能供應鏈靈巧網絡能力,得到更完整的視野。


The supply chain (SC) network can possess competitive advantage only if the members of SC network interact and cooperate closely. In a dynamic and competitive market place, elevating supply chain network capabilities has been treated as a most commonly used strategy in obtaining competitiveness. Because information technology (IT) integration may present the entire supply chain tremendous amount of flexibility, agility as well as enhanced performance, IT is therefore regarded as an effective tool to improve supply chain efficiency. So, in terms of organization, the important issue is how to use IT to enable the SC network to create competitiveness. But so far, no research has presented a comprehensive solution model that works to maintain competitive capability for corporate supply chain - a sustainable competitive capability for the present and for the future as well. Accordingly, the theme of this paper is to develop an IT-enabled ambidextrous network capability for the supply chain to the extent that it shall not only be able to provide effective connection of the current network resources, but also to furnish capability to realign and innovate the network resources through network co-management to cope with changes in future. This paper addresses also the mechanism needed in the process of improvement of IT. The paper clearly theorizes that supply chain performance will be substantially enhanced, which can not be easily copied, when improvement through IT goes coherently with mechanism.

This research employs case study approach to analyze in depth the operating process and results by using Chang Chun Petrochemical three different and important cases in SC. This research is based primarily on interviews of the case company, supplemented by archived documents, published books and in-depth observation. Based on evidence gathered from the case studies, this paper inductively develops a model that includes the operating processes with IT-enabled activities to achieve ambidextrous SC network capability, and the relevant mechanism in network resources and co-management activities. Researchers and practitioners may, from this paper, obtain a more complete view on the development of IT-enabled SC ambidextrous network capability.
