縣市環保局之業務具技術性及複雜度，顧問公司執行業務需具備專業知識及許多人力方能有效執行環保管制目標，如何有效專案管理來達到節省人力、縮短計畫執行時間、降低成本、提高業主滿意度等目標，將是顧問業能否成長之主要關鍵。而專案計畫是從規劃、評選、計劃安排、執行、品管、管控及期末報告等，專業分工介面多且複雜，若不能有效整合與管理各執行單位，易造成延遲、錯誤、浪費資源、降低效率、進而影響計劃品質。
在勞力密集但低毛利之環保顧問業中，須具備執行相關專案計畫之實務技術及經驗且須取得業主之信任，各顧問公司莫不以提昇自己的競爭力為主要方向，降低成本、提高業主滿意度，是爭取後續相關計畫之主要關鍵。導入一般專案管理系統並不一定能及時完成任務，一旦控管失敗，將會影響企業本身營運的狀況。因此本研究選擇一家環保局委辦計畫的環保顧問公司作為研究對象，分析個案公司在執行專案計畫所產生的問題，並透過限制理論(Theory of Constraints；TOC)方式加以解決，採用本研究結果及建議，使其在執行專案計畫的過程中，避免錯誤再度發生，如期完成業者交付之計畫任務及提昇經營績效。

Inducts the general project management system certainly not necessarily to be able promptly to complete the task, once controls the quality defeat, will be able to affect the enterprise itself transport business the condition. therefore this research chooses an environmental protection bureau to ask to do the project the environmental protection consultant company to take the research object, the analysis document company in carries out the question which the project produces, and the penetration theory of constraints way performs to solve, uses this findings and the suggestion, causes it in to carry out in the project process, wrongly avoids occurring once again, as scheduled plan duty and promotion management achievements completing owner request.
