學生租屋火災不斷發生,近年報導多數學生租屋火災案例於五層樓以下公寓中發生,本研究主要目的希望在五層以下出租套雅房不僅是安全管理檢查上勾選有無合格,更增加防火避難安全性能驗證手冊計算。台北市政府訂定「台北市加強合法建築物隔成多間套雅房出租安全管理檢查表」,為強化居住環境安全,每戶採易燃材料隔成5間以上套(雅)房供出租使用者,應提升防火避難設施及消防避難設備。

本研究將套雅房空間定義為居室空間,起火室設定於居室內,裝修材設為耐燃二級,使用樓層避難公室進行驗證計算,更改其中計算參數的數據,並套入出租套雅房空間進行計算,設計出屬於出租套雅房的驗證公式順序表。將安全檢查表作為前提條件,以現況案例進行分析,透過驗證分析,瞭解其危險因子。本研究將以五層以下出租套雅房案例進行安全管理檢查結果分析並提出不合格之改善計畫,改善計畫為不變動格局為出發。再由案例驗證後提出容易失敗的原因。最後針對五層以下出租套雅房提出安全管理檢查表合格之建議。經研究發現案例驗證中容易失敗的主要原因為居室中門扇並非為遮煙門,或一般建築門未裝設遮煙條,導致煙快速從起火室流置走道。而改善對策將居室門扇更換至少可抵擋火勢15分鐘之建築門並加裝遮煙條,提升遮煙效果。本研究排除縱火之因子,走道並非公共空間不可擺放物品,因此定走道為非起火空間,從居室到走道的每扇門為關鍵因子,因此居室門扇需時常保持關閉狀態,才能有效隔絕煙流。


In recent years, a great number of cases of fire at the leased student studio and sublet room are learned to occur mostly at apartment buildings lower than 5-storey. The main purpose of this study is that we hope to click if the leased studio and sublet room at apartment building lower than 5-storey can be included in safety management check, and further increase the item of fire evacuation and safety performance verification manual for calculation. The Taipei City Government has stipulated “Safety Management Checklist for the Strengthening of Legitimate Buildings Partitioned into Several Studio and Sublet Room for Leasing in Taipei City.” To enhance the safety of living environment, landlord whose household that has been partitioned into 5 or more studios (sublet rooms) with flammable materials for lease must upgrade fire evacuation and facilities as well as fire-fighting equipment.

In this study, the space of studio and sublet room is defined as the living room space, and the room of fire is designated at the living room, while the decoration material is reckoned to be of 2nd class fire-resistant materials. Then, the evacuation formula with the floor for evacuation is used to verify calculation, and the figures of calculation parameters are changed with space of rental studio and sublet room being input for computation so that we can have designed the sequence checklist of verification formula unique of rental studio and sublet room. Further, safety checklist is taken as the premise condition, using existing case to carry out analysis. Through verification analysis, we can then appreciate the factors of risk. This study will make use of rental studio and sublet room at apartment lower than 5-story to conduct results analysis of safety management and put forth the improvement plan that they are not cleared of the check, while the improvement plan should base on the existent layout of the apartment. Next, reasons that have easily failed the check are then filed after the cases have been verified. Finally, recommendations for safety management checklist are submitted for rental studio and sublet room in view of apartment buildings lower than 5-store. Actually, it is learned from the study that the main reason for case verification should fail easily is that the door-leaf in the room is not smoke-insulation door, or regular general building door not equipped with smoke-insulation bar, so that which it should cause the smoke to quickly flow from the fire to corridor. As for improvement measure, it is to replace the door-leaf with building door at least to withstand the fire door for 15 minutes and install a smoke-insulation bar to enhance smoke-blocking effect. This study has further eliminated factor of arson as the walkway is not public space and so no objects can be placed. Therefore, the walkway is designated as non-fire space, while every door from the living room to the walkway are reckoned as crucial factors. As such, the door-leaf should be kept closed from time to time so as to effectively isolate the smoke flow and help every to evacuate safely.
