隨著數位科技不斷更新，駭客攻擊手法也持續演變，金融機構遭到網路攻擊可能帶來的鉅額損失，更會造成全球國際問題，影響全球金融秩序。面對現今駭客接二連三對金融業的持續性資安攻擊威脅，金融業的資安防護已到了刻不容緩的地步，再加上全國最高金融監理單位-金管會於民國2020年「資安行動方案」政策的帶動，金融業的資安防護服務需求已是與日劇增，並因應政府「資安等同與國安」的國家政策方向之下，如何提供有效、精準的資安防護方案已成為資安產業的關鍵成功要素。

個案公司致力於提供政府機關、金融業及企業客戶資安防護服務。個案公司20年來以政府機關為主要客戶，業績占比高達七成，金融業績佔比約二成。面對金融業法規及金融業資安需求的衝擊，個案公司總經理如何籌劃金融資安營運模式之策略，讓公司在守成與擴張中做出最佳決策？讓公司產業平衡？

本研究採用哈佛個案教學方式撰寫，透過案例的探討，可以讓學員了解在創新策略下，運用新的商業模式及策略地圖，經過資源基礎理論與組織資源盤點，提供金融業高價值資安聯防機制平台系統，進而達成價值共創。

With the continuous update of digital technology, hacking methods continue to evolve. The huge losses that financial institutions may suffer from cyberattacks will also affect global and international issues, as well as their livelihoods. Faced with the successive attacks on financial security by hackers, the demand for information security services in the financial industry has increased dramatically. The Financial Regulatory Commission has issued policies on security action plans that require the financial industry to cooperate in its implementation.

The case company is committed to providing information security protection services for government agencies, financial industry and corporate customers. In the past 20 years, the company in the case has used government agencies as its main customers, and its performance still accounts for as much as 70%. Faced with the impact of financial industry regulations and financial industry information security needs, how does the general manager of the company plan the strategy of the financial security business model so that the company can make the best decision in compliance and expansion to balance the company's industry?

This study is written using the Harvard case teaching method. Through case discussion, students can understand the use of new business models and strategic maps under innovative strategies, and provide high-value information security joint defense mechanisms for the financial industry through resource-based theory and organizational resource inventory.
