摘要
本研究以民國86至95年台灣國際觀光旅館為樣本，將資料分為具集團背景與非集團背景、連鎖與獨立、規模大與規模小的觀光旅館，使用三階段DEA法衡量去除環境因素和統計誤差後，僅剩下管理面影響的效率值，以反映真實要素使用之管理效率；接著將總生產力變動拆解成技術效率變動及技術變動來分析其生產力變化情形；並且以超級效率衡量其效率值排名。
研究結果指出：(1)在第一階段及第三階段，具集團背景之觀光旅館，其經營效率均比不具集團背景之觀光旅館來的高，但只有在第一階段具有顯著差異，第三階段則不具有顯著差異，顯示集團因素不是影響台灣國際觀光旅館效率的主要判定因素。(2)SFA分析發現，市區或郊區對於三項投入變數差額均有顯著差異，且係數均為正，表示旅館處於此環境下會增加其投入差額，愈浪費投入資源。(3)連鎖與獨立、規模大與規模小的觀光旅館均有顯著差異。(4)在第三階段的超級效率排名中，有些旅館在10年間投入產出資源配置得當，故效率排名上升，例如：華泰王子大飯店、兄弟大飯店、花蓮亞士都飯店、台北凱撒大飯店；然而，有些旅館在10年間投入產出資源配置的並不好以致於效率排名下滑，例如：大溪別館、台南大飯店。

Abstract
In this study uses international tourist hotels in Taiwan from 1997 to 2006 as samples and these samples are classified as group background and chain-operated and room size. By using the three-stage data envelopment analysis (DEA) removal of environmental factors and statistical error, we want to look at the only remaining management impact of the efficiency value to reflect the true elements of management efficiency, productivity changes and then the total dismantling change in technical efficiency and technical changes to analyze the changes in productivity, and finally using super-efficiency model to measure efficiency ranking.
This study concluded that:(1) In the first and third stage, hotels with Group background are operating more efficiency than hotels without group background but only the difference in third stage is significant. Furthermore, group is not the main determinant of the efficiency of international tourist hotels in Taiwan.(2) According to the SFA analysis, the differences between the three input variables in city or resort areas have significant differences, and both are factors that cause hotels in this environment will increase its investment variance and it is a waste of resources.(3) In addition, the factor of operation type significantly affects hotel efficiency, whereby the efficiency of chain-operated hotels and small scale hotels are higher than that of independent hotels and large scale hotels in first and in third stage.(4) In the third stage of the super-efficiency model ranking, there are some hotels that have been allocating resources between the input and output properly in the last 10 years, causing an increase in efficiency ranking. Some examples are the Gloria Prince Hotel Taipei, Brother Hotel, Astar Hotel Hualien and Caesar Park Hotel Taipei. However, there are some hotels that have failed to allocate their resources between the input and output properly, causing a fall in ranking and the examples are Ta Shee Hotel and the Tainan Hotel.
