統包商設計/施工之夥伴關係是影響統包工程能否成功執行的重要關鍵。隨著公共工程規模日漸龐大,工程介面日趨複雜,由於傳統發包模式的設計與施工在流程上互相獨立,導致在作業期間較容易發生設計與施工配合不佳、各單位權責劃分不明確等爭議,故此近年來大型公共工程開始採用統包模式來解決傳統工程所帶來之問題。然而,統包商之設計與施工往往是因應專案的特性與需求做臨時性的組合,而此一跨領域夥伴關係的不確性與模糊性,常使業主難以在評選時進行有效的分析,導致工程在工期、成本、品質面上無法確實達到業主專案目標之預期。
有鑑於此,本研究建立「以設計/施工夥伴關係為基礎之統包商遴選決策模式」,運用模糊偏好關係 (Fuzzy Preference Relations,FPR) 來評估各影響因子間之相對重要性,再以數學量化的方式分別評估統包商之「設計廠商」與「施工廠商」對於「業主專案目標」的目標貢獻可能性,最後應用夥伴關係整合度雙矩陣與序位法計算出優勝統包商,協助業主於評選時,能選擇出最適合該專案之統包商。
本研究之成果可幫助業主了解統包商之設計與施工的夥伴關係,並以此評量各統包商是否符合業主對專案目標之要求。本研究具體成果主要包括:(1)應用模糊偏好關係建構影響因子間之相對重要性的評估方法,以求得各影響因子之相對權重,使選商過程更具有公正性與客觀性;(2)建立「統包商設計/施工之夥伴關係整合度雙矩陣」,可供業主在工期、成本、品質構面上得知各統包商設計/施工之夥伴關係整合度,以作為決策時之參考依據;(3)建立「統包商遴選決策模式輔助系統」,目的在於協助業主能有效、快速、準確的評選出在工期、成本、品質上最符合業主專案目標之統包商,以提升統包工程之作業績效表現;(4)透過實際統包案例為例,實際操作本研究建立以設計/施工夥伴關係整合度之統包商遴選決策模式,以驗證其可行性,作為後續有效之決策參考依據。
The design/construction partnership of the turnkey contractor is an important key to the successful execution of the turnkey project. With the increasing scale of public works, the engineering interface is becoming more and more complex. Due to the independent process of design and construction in the traditional contracting mode, disputes such as poor coordination between design and construction and unclear division of responsibilities between units are more likely to occur during the operation period. Therefore, in recent years, large-scale public projects have begun to adopt the turnkey model to solve the problems caused by traditional projects. However, the design and construction of the turnkey contractor is often a temporary combination in response to the characteristics and needs of the project, and the uncertainty and ambiguity of this cross-disciplinary partnership often make it difficult for the owner to conduct effective analysis during selection, resulting in In terms of construction period, cost, and quality, the project cannot really meet the owner's project target expectations.
In view of this, this study establishes a "decision-making model for the selection of turnkey contractors based on the design/construction partnership", using fuzzy preference relations (Fuzzy Preference Relations, FPR) to evaluate the relative importance of each influencing factor, and then using mathematics Quantitative methods are used to separately evaluate the possibility of contribution of the "designer" and "constructor" of the turnkey contractor to the "owner's project goal". Finally, the double matrix of partnership integration degree and the ranking method are used to calculate the winning turnkey contractor and assist During selection, the owner can select the most suitable general contractor for the project.
The results of this study can help the owner to understand the partnership between the design and construction of the turnkey contractor, and to evaluate whether each turnkey contractor meets the owner's requirements for the project objectives. The specific results of this research mainly include: (1) Applying the fuzzy preference relationship to construct the evaluation method of the relative importance among the influencing factors, in order to obtain the relative weight of each influencing factor, so that the process of business selection is more fair and objective; (2) ) to establish the "dual matrix of partnership integration degree of design/construction of turnkey contractors", which allows owners to know the degree of partnership integration of design/construction of turnkey contractors in terms of construction period, cost, and quality as a basis for decision-making Reference; (3) To establish the "Assisting System for Selection and Decision-Making Mode of Turnkey Contractor", the purpose is to assist the owner to effectively, quickly and accurately select the turnkey contractor who best meets the owner's project goals in terms of construction period, cost and quality, so as to improve Operational performance of turnkey projects; (4) Taking actual turnkey cases as examples, this research establishes a decision-making model for the selection of turnkey contractors based on the degree of integration of design/construction partnerships to verify its feasibility and serve as a follow-up effective Decision reference basis.
