在專業營建管理(Professional Construction Management, PCM)中,PCM設計階段之服務品質不但影響招標估價、施工標準及完工工期等,而且更影響專案整體成果最深遠。有鑑於此,本研究針對PCM設計階段之服務品質,探討台灣地區42個具代表性之PCM案例,並進行業主意見之調查,用以建立PCM設計服務績效之代表性指標;然後分別結合模糊方法、效能分析方法及類神經網路,進行建構PCM設計服務績效之評估模式,可以分析PCM設計服務績效之排序及等級。本研究更進一步建立一個簡易評估表,方便業主快捷而有效地進行PCM設計服務績效之評分工作。最後,本研究以設計階段採用PCM服務之工程專案為案例,驗證本模式為合理且在實務上亦可接受,可作為業主評選PCM顧問及衡量PCM設計服務績效之有效工具。


In Professional Construction Management (PCM), the service performance in the design stage most affects the overall project achievement. But in present condition, it is hard to quantify the achievement and mete out a proper judgment for the PCM design service due to the evaluation mechanism is still not complete at present.
To deal with the problem, this study investigated owners’ opinions and thereby established the representative performance indicators of PCM design service. An effectiveness analysis method, a neural network method and fuzzy method are successfully used, so as to construct an evaluation approach for PCM service performance in the design stage.
This approach can offer the rank and level of design service performance in PCM projects. Moreover, the approach further provides a simple appraisal table, and owners can measure the PCM design service performance effectively. Finally, through the case study, this approach is verified to be reasonable and acceptable in practice. The approach can be an effective tool to measure the PCM service performance and can help owners to evaluate and choose PCM consultants in the design stage.
