電子製造業大部分以 ODM 或 OEM 型態經營，原本在台灣是一種高報酬、高營業額的產業。但隨著近年來經濟發展提高生活水準，人力資源成本不斷提高; 同時服務業亦不斷擴張，吸收大量人力資源，台灣的電子製造業事業陷入成本提高及人力短缺的窘境。為解決這個問題，大部分台灣的電子製造業事除研發，行銷業務及試產線以外，製造中心幾乎均已移至大陸或東南亞等地。 以廣達及華碩為例，在競爭的壓力下，2005 年停掉在台灣的量產線，全數移至大陸量產。但問題就解決了嗎？基本生產基地移至大陸只是問題的開始，隨著市場的開發，公司必須不斷擴充產能，台灣有人力資源的瓶頸，大陸也同樣在未來會存在。隨著 SA8000 的要求及大陸經濟不斷的發展，人力成本上升及短缺的問題，亦慢慢隨之浮出檯面。此外，大陸沿海城市原有的稅賦優惠，也將逐步取消，使得台灣投資大陸的電子製造業經營更形艱困。
本研究個案公司的決策因素有三項策略方案：

1.建立新生產基地
2.提高生產效率減少浪費
3.降低材料成本

本研究在決策的關鍵因素分析中發現，起初看來提高生產效率，似乎是直接降低成本的最佳策略，但若未能擁有穩定的人力資源，人員流動率的提高將使效率提昇的效果無法發揮，無法解決問題。總之，台灣的電子製造業必須在全球化競爭趨勢中，儘早佈局搶得先機，進行長期一系列配套策略，方能立於不敗之地。

n the past years, most of the companies in IT industry run their business by OEM or ODM, and got higher revenue and ROI than other industries. But the cost of labor became higher year by year due to the higher economics growth in these years, and furthermore, there was more and more demand of human resource from the expansion of service industries,thus, the shortage and cost up of human resource became a very serious issue of IT industry in Taiwan. Due to this issue, most of the manufacturers of IT industry in Taiwan decided to move their manufacturing base to China or other countries in Southern Asia except the RD and sales devision. For example, ASUS and QUANTA, the famous IT company in Taiwan, decided to move their whole mass production lines to mainland China and shut down the mass production lines in Taiwan since 2005 . Is it the only solution we can find ? Basically, it is just the beginning of the issue, because the IT manufacturers have to expand their capacity to fulfill the new demand , but as we known, there was bottleneck of expansion due to human resource shortage in Taiwan few years ago, and in the future , there will be same issue happen in mainland China. Since 2004, because the requirement of SA8000 from customer and the higher economic growth in coastland, the cost up and shortage of human resource become a more and more serious issue now. Besides, the preferential tax policy in coastland will be cancelled step by step from 2008 to 2012. So the situation will be getting much harder for IT manufacturing company located in mainland China.

There are 3 decision factors in this study case :
1,To find a new manufacturing base.
2,To improve productivity and reduce loss.
3, To cost down raw materials.

In the analysis of the decision-making key factors, to improve the productivity seemed to be the best way to reduce the manufacturing cost at the beginning. But if there was not enough resource of labor, the productivity improvement would be all in vain due to high turnover rate of labor. In conclusion, IT manufacturers need to develop a long term strategy in order to propose series of omnibearing solution in order to keep themselves alive in the global competitive market.
