不動產開發過程具有高的能源耗損與高的資源應用,不當的不動產開發不但會造成土地資源的浪費及製造大量的廢棄物外,同時亦會造成城市景觀與環境品質的破壞。建設公司執行不動產開發投資時常因產品規劃設計不當或經濟景氣低迷等因素而導致銷售率不佳,而造成投資上的損失,這些造成開發不當的原因,如投資前的評估工作不夠謹慎與客觀,施工品質佳或是糾紛等問題。本研究為探討建設公司不動產開發專案的投資風險問題,以銷售的觀點結合環境因素的考量為基礎,應用Delphi Method(德菲法), Analytical Hierarchy Process(層級層序分析法)及Utility Theory(效用理論)等決策理論之特性,發展一套綠能不動產開發的評估模式,目的用來做為評估不同建設方案的優劣選擇,及環境因素對銷售率的影響,可做為建設公司選擇不動產開發專案的輔助決策工具。由於本研究將建設公司投資前之評估工作從評估因子之選擇、建設方案的評分、未來銷售率的預測等不同階段的複雜問題結合質化分析及量化分析的方法論,讓決策者對未來的決策具備客觀的探討機制,有助提高決策的有效性,同時有助決策者降低不當的決策及降低投資風險,而造成投資失利及造成不當的不動產開發所帶來的環境的污染與破壞。
The construction industry is a high-pollution and high-energy-consumption industry. Energy-saving designs for green real estate not only reduce the energy consumed during construction but also reduce long-term energy consumption in completed residential and commercial buildings. Because building design affects investment costs, designs are often influenced by investors and real estate developers’ decisions. A set of appropriate decision-support tools for green buildings are required to examine how building design influences corporations externally and internally. From the perspective of energy savings and environmental protection, the paper presents methodology combined three methods to develop a unique model for evaluating the energy-saving building design. Among these methods, the Delphi group decision-making method provides a co-design feature, the analytical hierarchy process (AHP) includes multi-criteria decision-making techniques, and fuzzy logic theory can simplify complex internal and external factors into easy-to-understand numbers or ratios that facilitate decisions. Green designs can effectively provide high energy-saving building designs affects investment costs, designs are often influenced by This study made the complex issues become rationalised and legible in each stage of a development project before an investment is set up. These included issues are to select evaluation factors, to evaluate developing proposal, and to predict the rate of sales in the market. It provides a mechanism for a decision-maker can objectively revise and modify and making decision more effectively and also prevent pollutions and ruining in urban environment.
