自 2010 年起,臺灣開始執行「社會住宅」政策,執行至今已 10 多年。相較於過往的國民住宅政策,「只租不售」的宗旨精神更為確實地保障人民居住權,歷經住宅法的修法,提升對於弱勢群體的保障,減少他們面臨居住危機的可能;更明訂社會住宅將保留一定空間,針對在地社區需求規劃各項社福及公共設施。公共空間的規劃在社會住宅階段獲得重視,不只是作為休憩及提供生活機能的空間,更成為鄰里間互相交流的重要場域,並藉此增加民眾對於社區的認同感。
臺灣社會住宅政策現階段以臺北市發展最為快速以及住宅存量較高,因此本研究將以臺北市近年落成之社會住宅作為主要的個案分析對象,並透過文獻回顧法、觀察調查法以及使用者問卷調查法共三種方法,了解並歸納有關社會住宅公共空間規劃設計、實際使用情形等相關資訊。針對所得資訊進行探討及分析,得出研究成果以利未來社會住宅之規劃發展能夠更貼近使用者需求。
研究結果顯示,公共空間氛圍的營造與硬體設施條件是主要影響滿意度的重要因子,同時使用者也相當注重開放空間的使用上是否具有彈性。針對上述原因,本研究認為應提升加強硬體設施的實用性及變化性,提供使用者較多元的使用體驗。此外,未來社宅整體規劃上應配合附屬設施機能進行戶外空間配置,並提供具有特色的空間規劃,進而提高居民對於戶外開放空間的使用滿意度。然而,考量社宅居住族群較多元。在其他空間細節處更需注重改善,加強戶外空間設計使用上的通用性以符合全齡使用。

Since 2010, Taiwan has been implementing the social housing policy for more than 10 years. Compared with the previous national housing policy, the spirit of renting but not selling only protects people's right to live in more certainly, and through the revision of the Housing Law, the protection for vulnerable groups has been improved, and the possibility of them facing a housing crisis has been reduced. It is also specified that the social housing will reserve a certain amount of space, and various social welfare and public facilities will be planned according to the needs of the local community. The planning of public space has gained attention in the social housing stage, not only as a space for rest and providing living functions, but also as an important place for interaction between neighbors, thereby increasing people's sense of identity with the community.
Therefore, this study will take the social housing completed in Taipei City in recent years as the main case analysis object, and understand and summarize the relevant information on the planning and design of social housing public space, actual use and other relevant information through three methods: literature review method, observation survey method and user questionnaire survey method. Based on the information obtained, the research results are discussed and analyzed, so that the planning and development of future social housing can be closer to the needs of users.
The results show that the creation of public space atmosphere and hardware facilities are important factors affecting satisfaction, and users also pay attention to whether the use of open space is flexible. In view of the above reasons, this study believes that the practicality and variability of hardware facilities should be improved to provide users with a more diversified user experience. In addition, in the future, the overall planning of social housing should cooperate with the auxiliary facilities to configure outdoor space, and provide characteristic space planning, so as to improve residents' satisfaction with the use of outdoor open space. However, considering the social home living groups are more diverse. In other space details, it is necessary to pay more attention to improvement, and strengthen the versatility of outdoor space design and use to meet the use of all ages.
