由於我國加入世界貿易組織以後，外商營造公司挟其雄厚資金及技術衝擊國內營造產業，國內營造業應如何因應及自處已成為公司最高管理階層必須嚴肅面對的課題。由於國內營造業缺乏完整工程專案管理模式，往往在執行工程專案時大多依經驗行事，缺乏管理邏輯而使得工程專案執行水準無法有效提升，如何建構一套適合國內營造業專案管理制度已是刻不容緩的問題。
本研究係根據美國專案管理學會出版之「專案管理知識體系」以及國際化標準組織之ISO 10006：2003標準的相關管理邏輯與觀念，並配合國內相關法令規定與營造業的特性及習用語言，建構一套營造業工程專案管理制度。
本研究主要貢獻包括：
1. 探討國外相關標準及研析國內相關規定
2. 建構營造業工程專案管理制度
3. 編訂工程專案管理制度所需各項計畫書與表單
本研究建構之工程專案管理制度能適用於一般營造工程專案，使用時仍建議就個別專案的特性、利益相關者的需求等予以調整，以發展適合本身之工程專案管理制度。

After joining the World Trade Organization (WTO), foreign construction organizations affect the local construction companies by their solid funds and superior techniques. How to response this impact is an important issue that local companies and project managers have to conduct.
According to lacking a complete construction project management system in Taiwan, local organizations manage the construction projects by their experiences. For lack of management logic, the level of implementing construction projects can not be improved effectively. Therefore, how to establish a construction project management system suitable for local construction industries is an urgent need.
This thesis refers to the related management logic and concepts of the Project Management Body of Knowledge (PMBOK) published by the America Project Management Institute (PMI) and the ISO 10006:2003 standard issued by International Organization for Standardization (ISO), and adopts the local law requirements as well as the characteristics and used terms of the local construction industry to establish this engineering project management system.
The main contributions proposed by this work are:
1. discussion of the international standards and analysis of the legal requirements.
2. establishment of the engineering project management system, and
3. development of the required plans and documents.
The engineering project management system proposed by this thesis is suitable for the general engineering project. This paper suggests modifying the contents and the framework according to the characteristics of project and the requirements of stockholders to fit the practicability when adopting this project management system.
