本國位於地震帶上長期受地震威脅，九二一地震造成眾多人民死傷及災損，政府開始積極推動公有建築物耐震評估及補強；近年台南市永康區維冠金龍大樓於高雄美濃大地震中倒塌造成重大人員死傷及財物損失，更加彰顯私有建築物耐震評估及補強之重要性。目前私有結構危險建築物可依循「都市危險及老舊建築物加速重建條例」辦理拆除重建相關事宜，本研究參考日本文獻試圖提出相關推動制度並對於美國文獻中之推動策略進行研究及驗證，以提出適合我國國情之推動機制及策略，期盼能促進後續私有建築物耐震評估補強執行。本研究為對私有建築物補強部分研擬實施方式與配套機制，先使用「焦點深度訪談」進行調查探討私有建築物結構耐震評估補強，再分別從「實際績效面」、「提升執行績效面」、「遭遇課題面」、「法規面」及「制度面」等五大面向相關問題進行探討，接續質性分析訪談成果並提出「鼓勵機制」、「精簡流程」及「優先辦理策略」等三大措施，試圖完備我國整體耐震評估補強推動策略架構，提升私有建築物耐震評估及補強執行效率。

Our country is located in an earthquake zone with a long-term threat of earthquakes, and with the “921” earthquake resulting in many deaths and injuries, the government began to actively promote the seismic evaluation and reinforcement of public buildings. In recent years, the Weiguan apartment of Yongkang district in Tainan sustained heavy casualties and severe property damage as result of the Kaohsiung Mino earthquake, further highlighting the importance of seismic evaluation and reinforcement of private buildings. At present, private buildings with dangerous structures can be handled in accordance with the "Urban Hazard and Accelerated Reconstruction of Old Buildings Ordinance". This study attempts to propose relevant promotion systems referencing Japanese literature, verifies and studies promotion strategies from American literature, and recommends promotion mechanisms and tactics suitable for the national conditions of our country, in hopes to facilitate the implementation of seismic evaluations and strengthening of future private buildings. In order to research and implement the reinforcement measures and supporting mechanisms of private buildings, this study uses "Focus In-Depth Interviews" to investigate and evaluate the seismic evaluation and reinforcement of structures of private buildings, using five main areas of "Actual Performance", the “Improved Execution Performance ", "Problems Faced", "Laws and Regulations" and "Systems" respectively for discussion on related issues. Then, we qualitatively analyze the interviews and put forward the three major aspects of "Encouragement Mechanisms", "Streamlining Procedures" and "Priority Strategies" toward mechanism and strategy, attempting to complete our country’s overall seismic evaluation and reinforcement strategy framework to enhance the implementation rate of seismic assessments and the reinforcement of private buildings.
