我國至2009年12月為止，領有身心障礙手冊者達107萬1,073人，若以障礙類別來觀察，又以肢體障礙者佔多數，約為39萬6,652人左右，且我國身心障礙者之總人口數有日益增加趨勢。國內現行法令對無障礙設施之建置設備內容、基本空間尺寸及安裝位置等，已有明確規範；但對各項無障礙設施或設備之材料性質及性能驗證，卻少有涉及。目前由於國內衛浴設備尚未針對無障礙設備部分進行驗證，無障礙設施又常因設備不良、誤用或錯置，導致行動不便者無法使用。因此，本研究彙整及分析國內外無障礙設計規範、無障礙設施驗證制度及標章驗證制度後，建立無障礙衛浴設備驗證制度及研擬相關制度申請書面文件；繼而配合驗證制度之驗證計畫的專家諮詢座談會及廠商模擬試辦，多次與學者、專家、建築師及廠商共同參與討論及提出建議，進行多次回饋修正後建立適用於國人之無障礙衛浴設備驗證制度。並透過三階段驗證計算結果顯示，瞭解目前市場生產無障礙衛浴設備，能夠符合本驗證制度比率為31.96%，換言之，尚有68.04 % 設備未能符合本驗證制度之評定基準，此數據作為未來制度推動落實時之改善評估參考依據；本研究建立無障礙衛浴設備驗證制度，特別從制度、市場、應用及法制四個面向探討及評估驗證制度之可行性，結果顯示本制度於辦理模擬試辦及聽取多方意見過程期間，探知對於驗證制度推動，業界廠商接受度尚高；且可將建立驗證制度之各設備評定標準，運用至廠商生產製造流程之品質控管機制內，助於提升整體無障礙衛浴設備品質，及有效改善目前不良之現況。

According to the population statistics from the Ministry of Interior, the Disability Manual had been issued to 1,071,073 people in Taiwan until the December, 2009. In terms of types of disabilities, the majority were people with physical disabilities, with a population of 396,652. And the total person of disabilities population trend of increasing in Taiwan. There's been a clearly defined norms that Barrier-free facilities by the existing legislations, the contents of the building equipment, basic spatial dimensions and the required facilities and equipment installation location, etc. However, the accessibility of facilities or equipment of the material properties and performance verification, but few involved. At the present time, the domestic bathing and Toilet Facilities have not yet conduct verification which that are often lead to the people with disabilities can not be used because equipment defect, misuse or misplaced. Therefore, A Summary and Analysis of Research for specification for design Between Domestic and Foreign system the certification of Bathing and Toilet Facilities for disable people the certification mark. Verification system to establish the accessibility of Bathing and Toilet Facilities and develop documents to a system and then that can coordinate the Certification System Based on the results of inquiries to facility manufacturers about their product list, as well as case studies and interviews, a consulting meeting was held to have an open discussion. The results show of verify the calculation through three-phase, and now market produce accessibility of Bathing and Toilet Facilities has to understand. The certification system is able to meet the ratio 31.96%;In other words, and it still failed to meet the ratio 68.04%, these data could be reference though improve the assessment to promote the implementation of the system in the furture. This study which especially from System, market, application and legal to the feasibility of discussion and evaluation, respectively. The results indicate that during the process of handle the simulation trial and listen to various views. Vendor acceptance is still high for the certification system. That can also verify the application of assessment criteria of each equipment to manufacturers of quality control mechanism of the manufacturing process, it will enhance the overall quality of equipment, and effectively improve the current poor status.
