在日益競爭的全球環境中,企業組織對每一項支出都顯得很重要,不論在服務業或在製造業中,人力成本逐年升高的趨勢並沒有減緩的現象,因此,人力安排的問題也是一直被重視焦點。
在製造業中,許多組織的訂單根據季節波動而改變,在製造業中需求具變的情況下,人力排程與人員的派遣可有效降低成本的支出,尤其利潤微薄的傳統產業中,需求可被準確得預測出來,在安排人力下更需要精準的。
本研究中,以年時制的合約方式進行,每位正職員工簽定一年的工作時數合約,每日的工作班次不一定相同,規劃未來一年中人力需求並考慮兼職人力,在目標函式中包含了四個目標,分別為最小化兼職人力、超時工作數、公平性與休假滿意度(也是值班不滿意度),以此四項目標配合四種的權重,作為將目標最小化,在限制式中以國內勞基法規作為限制條件,作為人力派遣的限制,以提供國內企業對人力排班與派遣的參考。最後以一國內廠商的人員派遣做為個案公司進行分析,驗證模式的實用性。
