醫療機構設施管理部門之組織型態對於醫院設施管理營運之成效有關鍵性的影響。國內各類醫療機構缺乏對其他醫療機構設施管理部門的資訊交流,因此不能了解各類不同管理模式與營運成效之關係。故本研究目的為:(1)初探台北地區醫療機構設施管理模式與分類;(2)評估醫療機構之設施管理部門營運成效;(3)探究醫療機構之規模、管理模式與營運成效之關連性。本研究採半結構式/非正式之訪談調查,對16家不同類型的公、私立醫院設施管理人員進行實地訪談。訪談之重點是調查醫療機構設施管理之管理方式與評估各案例醫院相互間的設施管理部門維修成效差異。
本研究主要分工作職責與內容、部門編制策略、委外策略,三個部份討論台北地區醫療機構之設施管理模式。而研究發現16家醫療機構中,各種規模之醫療機構皆並未出現高維修效率之案例醫療機構;而共有七家醫療機構是中高維修效率(大型一家、中型五家、小型一家),普遍小型醫療機構表現不佳。且進一步發現大型醫療機構在管理模式上選用「業務類型編制-多數外包型」,會有中高之維修效率表現。中型醫療機構選用「設備專長編制-全數外包型」,會有中高之維修效率表現。小型醫療機構選用「不分組制-不外包型」,會有中高之維修效率表現。
The entity of Health Care Facility Management Department plays a critical role of the performance of hospital facility management. Various domestic medical institutions rarely have information exchange with the other institutions; therefore it’s too difficult to comprehend the relationship between different species management models and performance. The main goal in this research is as below:(1) Discussion on models and classification of the Health Care Facility Management in Taipei. (2) Performance evaluation of facility management department of medical institutions. (3) Investigating into the connection between the medical institution scale, management model and performance. In this research, using semistructured / informal interview, focus on facility management workers from sixteen diverse public and private hospitals to process personal interview. The point in the interview is to inquire the govern method of health care facility management and evaluate the difference in the maintenance of facility management department between the sixteen hospitals.
This research mainly divides into duty, framework and outsourcing, to discuss with the Health Care Facility Management in Taipei. We have not appeared which has maintained efficiency high in 16 medical institutions. But there are seven medical institutions in middle-high (one of large、five of middle、one of little). Generally small-scale one's is non-good. Step forward, the large-scale medical institutions have high maintenance efficiency, if it selects 「group by walk-more outsourcing」. The middle-scale medical institutions have high maintenance efficiency, if it selects 「group by facility-all outsourcing」. The little-scale medical institutions have high maintenance efficiency, if it selects 「no group-no outsourcing」.
