鑑於武器系統服役之後的作業維持(Operation and Support)費用持續成長,美國國防部於1990年代開始運用效益後勤(Performance Based Logistics)執行策略以降低維持費用。該策略係以供應鏈管理為籌建基礎,以長期合約方式採購武器系統的效能指標,俾便取代傳統後勤作業模式下單獨採購料件、維修與工程支援服務。然依美國政府審計辦公室(Government Accountability Office)2009年出版之稽核報告顯示受資訊不確定性因素影響,現有效益後勤執行案例往往於執行前缺乏決策參考所需之作業方案分析(Business Case Analysis)致難以妥適呈現實施績效。
本研究係於不確定因素下,運用成本效益分析法(Cost-Benefit Analysis)建構不同方案下執行效益後勤所需之評估模型。經研究發現透過有效的管理、營運、科技更新等手段,確有助於提昇效益後勤之執行效益並降低系統壽期之作業維持費用。該手法除可運用於本研究有關效益後勤作業評估外,亦可妥適運用於其他專案計畫執行前之效益評估。
Due to the operation and support costs continue to grow up for operation service of the weapon systems, the U.S. Department of Defense (DOD) adopted performance based logistics (PBL) strategy since 1990s. The strategy was based on conducting the weapon systems performance by long-term contracting instead of the current separated procuring materials/ parts; or services for maintenance/ engineering support. According with the report by U.S. Government Accountability Office (GAO) on 2009, the unsatisfactory information caused the business case analysis (BCA) could not be required in most existing PBL cases in DOD for decision support.
This research reviewed cost-benefit analysis (CBA) model for BCA to evaluate the alternative cases, under the unsatisfactory information situation. The results show that PBL strategy does help for reducing operation and support costs through effective methodologies from management, operations and technology updates. In addition, this model can also be applied to some other projects to evaluate the benefit before adopting.
