  • 金管會於2019年7月30日正式批准三家純網路銀行成立,分別為連線商業銀行、將來商業銀行及樂天國際商業銀行,原先金管會欲開放設立兩家純網銀,不過經審查委員評選後,判斷三家申請機構所提出的營運模式皆有所差異、目標客群亦不同,開放三家有助於提升客戶使用金融服務的便利性和滿足其消費需求,並藉此促進普惠金融,最終金管會核准了三家純網銀廠商的設立許可,在發展前景一片看好的情形下,台灣第一家純網銀預計於2020年下半年正式上線營運,不料卻遭遇影響全世界人類生活最嚴峻的危機,蔓延全球的新冠肺炎(COVID-19)疫情,使得純網銀在正式上路前,面臨了很大的不確定性。
    本研究透過結構式訪談法,尋找台灣已獲設立許可的純網路銀行團隊作為研究對象,並根據文獻探討與產業分析所獲得之資料彙整出訪談題目,與個案公司進行結構式訪談,訪談主要聚焦於「新冠肺炎對純網銀的影響」、「與傳統商業銀行的數位存款帳戶子品牌競爭」、「預期效益與未來展望」。
    本研究結果發現此類新型態金融業者即便在開業前遭遇重大危機,依照法規按部就班的進行籌備,即能轉危為安,而且危機的爆發反倒使新型態金融業者獲得原先沒有的機會,能夠化危機為轉機、化危機為商機。此外本研究亦發現純網路銀行的核心目標是以消費者的需求來出發,不像傳統商業銀行是以多樣的產品拉攏客戶,純網路銀行與傳統商業銀行的數位存款帳戶子品牌之間是互利共贏的。希望透過本研究結果,能提供未來有志投入純網路銀行的業者一項參考。


    Taiwan’s Financial Supervisory Commission (FSC) officially approved the establishment of three internet-only banks on July 30, 2019, namely LINE Bank, Next Bank and Rakuten International Commercial Bank. Initially, FSC would like to approve only two applications. However, after the selection by the committee, the business model and target audience of these three teams were totally different. Approving the three applications would improve the convenience of customers in using financial services and thereby achieve Financial inclusion. Eventually, FSC approved the establishment of three internet-only banks.
    The first internet-only bank in Taiwan is optimistic about the development and expected to be officially launched in the second half of 2020. Unexpectedly, they encountered the most severe crisis around the world, COVID-19 pandemic. This crisis makes internet-only banks face great uncertainty before they officially launch.
    In this study, through the structured interview, we looked for an internet-only bank team that has been approved as the research object, and summarized the interview questions based on the data obtained from the literature review and industrial analysis, and conducted structured interviews with the case company. The interview was mainly focus on “the impact of COVID-19 pandemic”, “competed with traditional commercial bank's digital deposit account” and “expected benefits and future prospects”.
    In this study, we found that even if these kind of new-type financial companies encounter great crises before they start business, they can be prepared in accordance with regulations and could be out of the crisis. Moreover, the outbreak of the crisis has enabled the new-type financial companies to obtain opportunities that they did not have before. In addition, this study also found that the core goal of internet-only bank is to start with the needs of consumers, unlike traditional commercial banks that use different products to attract customers. Last but not least, internet-only bank and traditional commercial bank's digital deposit account are in win-win situation, not in zero-sum game. We hope that through the results of this study could provide a reference for those who intend to participate in internet-only bank in the future.
