資源共同管理的重要性在現有的文獻正逐漸地被探討。然而,對於資源受限的大型政府資訊科技(Information Technology, IT)專案計畫之資源共同管理的拼湊角色尚未被探討。本研究以政府公部門商業生態系統共生關係角度為出發點,探討中央政府在資源受限的環境如何協同地方政府,透過共同管理運用手邊可用的資源,在台灣168個偏鄉地區設置300個數位機會中心(Digital Opportunity Centers, DOCs),拼湊出新的資源和新的能力,逐步地縮減城鄉數位落差,為地方共同創造出價值。
本研究採用深度的個案研究。我們選擇台灣的數位機會中心為研究對象─台灣最大的公共資訊服務基礎建設專案計畫。研究發現,從本研究整合相關文獻發展的理論框架,拼湊為基礎的資源共同管理的通用程序,可以推導出由四個主要步驟組成(包括生態系統驅動設計、資源動員與協調、敏捷性調整與校準和共同創造價值)。應用此知識體系作為理論透鏡(theoretical lens)分析台灣DOC個案,歸納導出拼湊為基礎的資源共同管理程序模式。在理論貢獻上,本研究提供一個實證為基礎的框架,解決現有文獻缺乏「以拼湊為基礎的資源共同管理」議題。在實務貢獻上,本研究提供實務者執行大型IT專案計畫,面對資源受限時,可以使用本研究已發展的程序模式作為詳細的路線圖,縮短新專案計畫實施過程的摸索時間。


The importance of resource co-management is thus being increasingly examined in the existing literature. However, the role of bricolage in resource co-management on resource-constrained, large-scale government IT project has not yet been examined. This study adopted the angle of the symbiotic relationship in the business ecosystem of the government’s public sectors as the starting point to examine the ways in which central government in resource-constrained environments collaborates with local government to utilize the available resources at hand to set up 300 Digital Opportunity Centers (DOCs) in 168 remote areas in Taiwan through co-management to bricolage new resources and new capabilities, gradually bridging the urban-rural digital divide to co-create values for local development.
This study adopted an in-depth case study. We selected Taiwan’s DOC as subject , the largest public information service infrastructure project in Taiwan. The study finds that developing a theoretical framework from this study integrating relevant literature, the generic process of bricolage-based resource co-management can be inferred to consist of four major steps (including an ecosystem triggered design, resource mobilizing and coordinating, agile adjustment and alignment, and co-creation value). Applying this body of knowledge as a theoretical lens to analyze the case of Taiwan’s DOC, a process model of bricolage-based resource co-management is inductively derived. In terms of theoretical contributions,This study provides an empirically grounded framework that addresses the lack of current literature in bricolage-based, resource co-management issues. In terms of practical contributions,this study provides that practitioners who face resource constraints when conducting large-scale IT projects can use the process model developed in this study as a detailed roadmap to shorten the probe time during the implementation of new projects.
