近年來越來越多有心之士投入社會創新領域，政府與民間機構也建立了諮詢輔導等培育模式，期望扶植更多社會創新團隊，並協助擴大其社會影響力，然而該如何評估社會創新團隊之績效亦為利害關係人所關注。本研究旨在建立社會創新團隊之平衡計分卡，透過文獻整理、專家訪談擬定平衡計分卡之評估項目，再以慈濟基金會參與過青年公益實踐計畫的二十個團隊為樣本，透過實地訪查來驗證所建立之社會創新團隊平衡計分卡模型，藉此確立評估項目的適用性，最終產出社會創新團隊之平衡計分卡。本研究發現可從四大構面（社會影響、財務回報、商業模式、組織發展）、七個項目來評估社會創新團隊之效益。本研究成果之管理意涵包括：1.評估社會企業或社會創新團隊之成效；2.提供社會創新團隊目標管理之方向；3.供政府與民間機構了解諮詢輔導模式之效益與社會影響力，評估未來可執行方式。

Over the last few years, a lot of people are involved social innovation field. The government and private organizations try to establish consulting, guidance and cultivation models to foster more social innovation organization and help expand their social impact. However, how to evaluate the performance of social innovation organization is concerned by stakeholders. The purpose of this study is to establish a balanced scorecard for social innovation organization, and construct the evaluation items of the balanced scorecard through literature review and expert interviews. Then, I take a sample of 20 social innovation teams consulted by the Tzu Chi Foundation. This research uses observation and interview research methods to verify the balanced scorecard of social innovation organization. The findings suggest that we can assess performance from four perspectives (Financial Return, Business model, Social Return, Organizational Development) and seven items. The study concludes with several managerial implications. Frist, it proposes effective tools to evaluate the effectiveness of social enterprise or social innovation organization. Second, it provides the direction of goal management of social innovation organization. Third, this model can evaluate the effectiveness and social influence of the consultation model for the government or private organizations.
