以往營造廠進行知識管理(Knowledge Management, KM)時,決策者往往憑主觀、直覺選擇其自認重要的知識領域進行相關知識庫建置與管理;然而,現今面臨營造廠規模日益龐大、介面更為繁雜且更具高複雜性、低結構化與高知識度需求的作業特性,如何針對營造廠制訂一套知識庫建置策略評估模式,確認出營造廠商之核心知識及知識庫建置之優先順序,供擬定KM發展策略之參考,以有限的資源發揮最大效益,解決營造廠在進行KM時首要面臨的問題。本研究結合「平衡計分卡」與「系統動態學」二大理論,以營造廠知識庫建置策略為研究對象,建構「知識庫建置策略評估模式」,協助營造廠利用策略目標的量度指標與知識庫進行模擬評估,並藉由評估結果,研擬出有效的策略執行方案。
本研究利用流程分析模式概念與平衡計分卡(BSC)理論,結合系統思考(ST)方法,針對營造廠知識策略量度指標與知識庫之間因果關係,建立「營造廠知識庫建置策略評估模式」因果回饋圖,再依據系統動態學(SD)方法建立策略評估模式動態模型,以提供營造廠從「系統動態」之角度探討公司在知識交互影響的複雜動態環境下,擬定出具體之策略與方案,作為營造廠實際執行知識庫建置時之參考依據。
本研究之成果,可為營造廠知識庫建置時,提供一個策略評估與方案擬定之參考藍本。本研究具體成果主要包括:(1)本研究首度將平衡計分卡(BSC)及系統動態學(SD)觀念結合應用於國內營造廠,其結果可作為後續研究參考;(2)應用企業資料實體/活動功能矩陣建立營造廠知識庫與知識類別;(3)首創應用系統思考(ST)將知識庫建置策略量度指標與知識庫結合,建立「營造廠知識庫建置策略評估模式因果回饋圖」,可清楚表達營造廠知識庫建置之整體性;(4)應用系統動態(SD)理論將策略評估模式因果回饋圖轉化為系統動態積流圖並進行敏感度分析與彙整,擬定出知識庫建置策略方案;(5)結合上述成果,以一營造廠「知識庫建置策略評估模式」為例,實際操作本研究所提之模式流程,驗證本模式之可行性,另亦作為模式引用者之參考。
In the early day, when contractors process their knowledge base(KB), the policy makers usually choose whatever knowledge they think important intuitionally or subjectively, to build up and manage their knowledge base. Nevertheless, contractors’ scale is growing bigger and bigger, so that their interfaces are much more complicated, as well as the Job characteristics of higher complexity, low labor structure and highly knowledge requirement. How to build up a set of Tactical Assessment model reflecting contractor’s need is the most important problem to be faced, when one processes contractor’s KB, It is mean to clarify contractor’s core knowledge and the priority order of knowledge data, as a reference for making KM development strategy, to elaborate the maximum benefit with limit resources. This study combines with two major theories of “Balance score card” and “System Dynamics”. It is aimed to the construction strategy of knowledge data base for contractors, to build up” Strategy Assessment model of knowledge data base construction”, and to assist contractors utilizing the measurement indexes of strategic target and knowledge subjects, and to determine an effective implemental scheme of strategy, with its assessment results.
The concept of procedure analysis and the theory of balance score card, combining with the method of system thinking are used in this study. It is aimed to the relevance between the measurement indexes of contractor’s knowledge strategy and knowledge subjects, to construct the relevance fitted back diagram of ” Strategic Assessment model of contractor’s knowledge data base construction”, and than construct the dynamic mode shape of Strategic Assessment mode, according to the System Dynamics. Such that it will provide contractors, from the ”System Dynamics” point view, to search out a tangible tactic and scheme under a complicate dynamic environment of knowledge interaction inside company. It can than be referred by clients when they implement the knowledge data base construction.
Accomplishment of this study will provide a reference sample of Strategic Assessment and scheme determination, when contractors construct their knowledge data base. The tangible accomplishment of this study includes mainly: (1) It is the first ever combining the concept of “Balance score card” and “System Dynamics” for domestic contractors to apply. The results can be referred in the future research. (2) A real company’s data and/or operation matrix of activity have been used to construct knowledge subjects and domain of knowledge data base for contractors. (3) It is also the first, on using the systematic thinking for combining the measurement indexes of knowledge Strategy and knowledge subjects, to construct “the relevance fitted diagram of the Strategic assessment model of contractor’s knowledge data base construction”. So that the integrity of contractor’s knowledge data base construction can be clearly expressed. (4) By using the theory of System Dynamics, the relevance fitted back diagram of strategic assessment model can be transformed into an integral flow chart of system dynamic, to precede a sensitivity analysis and collection, such that the Strategic scheme of knowledge data base construction can be determined. (5) Combining the above four accomplishments, an example of a contractor’s “Strategic Assessment model of knowledge data base construction” has been presented. With an actual operation of provided model procedure, and a feasibility demonstration of this model, it can be a reference for the model user.
