  • 2018年行政院公布「2030雙語國家政策發展藍圖」,冀望透過增加英語為官方語言之一的政策推動,提升國民的英語能力,進而促進經濟發展。國民英語水平與國家經濟發展的關聯性,長期受到許多專家學者的關注,但研究的結論不完全一致。本研究以過去的研究為基礎,著眼於亞洲國家,使用追蹤資料,以迴歸分析法探討亞洲國家英語水平與經濟發展的關聯性,並進一步了解經濟政策在兩者關係之間的中介效果,探索過去研究結果不一致的原因。此外,也檢視英語政策 (以英語為官方語言) 在英語水平、經濟政策與經濟發展扮演的角色。
    實證分析結果發現,英語水平雖與經濟發展呈正相關,但必須透過經濟政策才能發揮影響力。英語為官方語言與英語非官方語言的國家,國民整體的英語表現有明顯的差異,顯示英語政策與國民英語水平的關聯性。然而,在經濟政策與經濟發展上卻無顯著差異。在中高收入與高收入國家,英語水平對經濟政策與經濟發展的關係亦無調節效果。此外,以英語為官方語言的影響層面甚廣;而以英語為官方語言且英語測驗表現突出的亞洲國家,也皆有英美的殖民背景。因此,與英語系國家無歷史連結 (殖民、託管或屬地等) 的國家,爲了達到提升國民英語能力,促進經濟發展的目標,而推動雙語國家(以英語為官方語言)政策之前,應有審慎周延的評估與規劃。


    In 2018, the government of Taiwan approved a blueprint to develop Taiwan into a bilingual nation by 2030, hoping to improve the English proficiency of the public by establishing English as an additional official language, thereby promoting economic development. The correlation between English proficiency and economic development has received significant attention from academia, but there is inconsistency among previous studies. Based on past findings, this study, focusing on Asian countries and using panel data regression, examines the relationship between English proficiency and economic development and further investigates the mediation effect of economic policy on the relationship, exploring the possible explanations for the inconsistency that exists among previous studies. It also looks into the role of English policy (having English as an official language) in English proficiency, economic policy, and economic development; particularly, the moderation effect on the relationship between economic policy and economic development.
    The empirical results confirm the positive impact of English proficiency on economic development, but it happens through the mediation of economic policies. In addition, although English as an official language positively impacts English proficiency, it benefits neither economic development nor economic policies. It also does not moderate the relationship between economic policies and economic development for upper-middle or high-income countries. Additionally, most of the sample Asian countries that have English as an official language and achieve relatively higher English proficiency have a history of colonization by the United States or the United Kingdom. Moreover, adding English as an official language may have a wide and profound impact on society. Therefore, governments should take caution in relying on the policy of having English as an official language to improve the English proficiency of the public and promote economic development.
