國軍各項武器、系統採購或研發，大部分均採「委外」並以專案方式來執行，因委外採購或研發，無論專業技術及專案管理，大部分均掌握在委外廠商手中，造成國軍採購或履約督導單位管理之困難，且常使得專案無法如期、如質、如預算的達成。
愈是高科技的武器系統，系統獲得過程中存在的風險也愈高，由於買賣雙方組織、管理、專業，甚至文化等各方面的差異，以及資訊的不對稱，且大型專案經常分為許多「分案」或有主合約商「再轉包」之情況，因許多次合約商(轉包商)的加入，更增加了「專案管理」的複雜度與困難度。
本研究即選擇一個空軍近期仍在進行中的大型系統開發專案，並將研究個案依系統獲得之整體過程，區分為「建案」、「系統工程」與「執行」等三個階段，以「次級資料分析法」將所蒐集之專家文獻、專案歷程資料加以整理、分析、歸納，輔以「訪談」之方式，來探討專案各階段中所產生的議題(issues)、風險(risks)及可能造成的危機(crises)，並建構「危機處理模式」以處理對專案影響(期程、品質、預算)重大的風險項目(危機)，期能運用既有的專案組織及有效的管理模式與方法，增加專案成功的或然率，並達成委外專案買賣雙方「雙贏」之目標。

Most of military weapons or systems in Taiwan are acquired from the “outsourcing” approach. Since technologies and project managements are mostly controlled by outsourced company, this kind of invisibility increases management difficulty for responsible military organizations in purchasing and contract supervision. In this case, the outsourced project is generally not delivered within the contractual schedule, quality or even budget.
The more Hi-Tech weapon systems, the higher potential risks in the acquisition. Many differences between buyers and sellers in term of their organizations, managements, specialties and even the cultures can result in unsymmetrical information sharing. Especially a large project is normally divided into several smaller projects or even sub-contracted to other specialty companies; all of these could make project management more complex and even more difficult to manage.
This study selected an existing large system project from the air force, and further divided the acquisition lifecycle of this program into 3 phases, “project establishment”, “system engineering”, and “implementation”. This study used the method of “secondary data analysis” in data sorting and literature analyzing, and made the conclusions by implementing some interview techniques in order to further understand the various issues, risks, and potential crisis involved among the project management. A “crisis process model” is also established in order to mitigate any high program risk items in schedule, quality or cost incurred during the project. The intention is to implement such mechanism and management model in order to effectively increase the probability of program success, and reach the goal of outsourcing project, a "win-win" solution for both sellers and buyers.
