摘 要
在政府加入世界貿易組織(WTO)後,營建業面對公共工程的市場開放,工程大型化後,工程管理的整合成為一種的趨勢,營建業若不進行工程再造,採用專業的專案管理方式時,勢必無法競爭。
本研究係針對國內承包商的已往承包工作的實務來探討國內工程公司若要承包大型工程時的問題,並以專案管理的立場來探討要成功的執行工程應做好的核心要項。本研究以專案管理的知識指南為基礎,探討各種營建工程管理流程,並以交互流程圖將這些管理要項加以連貫。每種管理流程在必要時借助其他管理流程的補助,而使各管理流程能夠完成連貫,達到連貫的管理步驟。本研究利用工程公司的各階層工地經理提供的以往工作經驗,輔以核對表(Check `List)列舉各種流程中的工作的注意要點與問題及其解決方法,以供業界在進入大型工程時參考使用。除此以外,因為本研究的流程是以交替功能展開流程圖(Cross Function Flowchart)將各種管理流程的工作要項及各工作之關係人做成展開的工作流程圖,將來工程公司在執行營建工程專案時,可以借助該等流程圖,按圖索驥的操演,核對工作要項及工作順序,逐項準備施工程序或施工方法之標準工作法,然後依序執行而免於疏漏,這是本項研究之用意與貢獻所在。
Abstract
After the government joined the World Trade Organization (WTO) the local Contractors have faced great challenge. The domestic construction market will be open to the worldwide construction Contractors. From the present trend the scale of the construction project will become much bigger and complicated and the integrating project management will become the core of future large public construction projects. Under this changes the local Contractors would suffer very keen competition or even be replaced or eliminated if they don’t recognize their weak points and take immediate actions to reorganize their company’s operation systems.
This study is trying to investigate the existing practices of local Contractors in Taiwan in executing their construction management in the past projects and explore the essential elements of the Project Construction Management the local Contractors shall adopt in future if they want to upgrade to be the competitive Contractors in this business world. PMBOK is used as a guide in this study to examine the activities in the Construction Management Processes and Flow Charts are prepared to show the project construction management processes. Cross Function Flowcharts were also developed and employed to link the different activities with the different Parties who are responsible for in the execution phase of the project. This study also collected many past experiences of project construction management from the different levels of Site Managers in Taiwan and summarized the key points which were often overlooked or mistakes prone to make and proposed the improving method based on the above Site Manager’s suggestions and author’s experiences in this field. It is the purpose of this study to detail the Project Construction Management Processes by Flow Charts and the activities associated with the processes. By referring the Flow Chart as a guide or road map and checking the required work activities the contractor can then plan the working procedures in the practical job and have the full picture in controlling the proceeding of the project. This study will be hopefully useful and applied by Contractors to do a successful construction project.
